Jammu, Aug 12: In another example of utter insensitivity of the NC-Congress coalition government, senior citizens and physically challenged persons have not been extended any concessions in public transport. Most other states including Uttar Pradesh, Chattisgarh, Odisha along with Union Territories have been offering concessions to disabled and the senior citizens traveling in public transport but Jammu and Kashmir is yet to frame a policy in this context. Gujarat has been offering hundred percent concessions to its blind and other challenged citizens besides offering free transport for the escorts with the differently able persons. Similarly, Delhi is offering free transport for blinds and there is 50 per cent concession to the escorts of the blind. Similarly, in the Union Territory Chandigarh, there is facility of free transport for the blind whereas other categories of physically handicapped are admissible for 50 per cent concession in public transport. Concerned with the instances of neglect of old age parents by their children, the Union government had enacted the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 in December, 2007 which, inter-alia, makes maintenance of parents/senior citizens by children/relatives obligatory and justifiable through Tribunals; provides for revocation of transfer of property by senior citizens in case of negligence by children/relatives; penal provisions for abandonment of senior citizens; medical facilities for senior citizens; and protection of life and property of senior citizens. The same act has been notified by all states but owing to special status granted to the state of Jammu and Kashmir the act is not applicable in the state. |
