'J&K Govt at liberty to revoke AFSPA from some territories'

Srinagar, Aug 12: The government of India has clarified that that AFSPA can be revoked fully from J&K only after a consensus is reached among all the stake holders, but the state government is at liberty to revoke it, from the territories where it feels it is not required, through an order of the Governor.
Responding to the issues raised by MP G.N.Ratanpuri, during the debate on working of the Ministry of Home Affairs in Rajya Sabha, the Home Minister, Rajnath Singh said that government wants a permanent resolution to Kashmir problem and in its pursuit it is ready to accept help from all the political parties and talk to all the stake holders not only within the frame work of the constitution but under the ambit of humanity, "insanity at ke dayiray main."
He also told the house that BJP is not in search of agents in J&K and tried to disclaim the reports of BJP's hunt for allies among separatists and those preaching soft separatism in J&K and it's attempts at manipulating a majority in the coming elections to J&K Legislative Assembly. Earlier while participating in the debate, MP G. N. Ratanpuri cautioned the BJP against any manipulations to subvert democracy in J&K. Quoting the reports of BJP leaders parleys with some politicians of Kashmir for facilitating some sears in Assembly for BJP from valley, he wanted to know what the ruling part yep was offering to lure those who have rejected "Bhutan status" and "anything less than secession" in the past.
The Member of Parliament from Kashmir also informed the house about reports of short listing of certain constituencies in Kashmir valley where non-Muslim vote was more than 4% and manipulating success of BJP by enforcing poll boycott by the majority community there. He asked the Home Minister that if level of violence has come down to the lowest in J&K and it is much higher in Left Wing Extremism hit states, then why AFSPA is not invoked in those states and not revoked fron J&K. He wanted to know that if Unified Command is the highest body to review security scenario why it's Chairman, the Chief Minister of J&K does not have the last as expected under rules and why the Army enjoys a power of veto against all norms. He demanded an unequivocal assurance from government of India to not to weaken Art.370 and restore the autonomy of J&K state. JD(u) Member, Mr. K. C. Tyagi and CPI Member Mr. D. Raja supported the demand for revocation of AFSPA and restoration of autonomy of J&K.
