Loot exchequer by raising permanent structures on notified land
R&B, revenue officials' nexus

BARAMULLA, Aug 12: R&B and Revenue officials in connivance with the land owners are looting the state exchequer by raising permanent structures like shopping complexes, guest houses at various places which have been already notified for road widening here in Baramulla district of North Kashmir. Local resident of Check Kanispora Mohammad Ramzan told early times that, "Unauthorized and illegal structures are being raised on the road at several places. Half a dozen of structures have been raised on one side of the road at Kanispora Baramulla this year. The notification for road widening had been issued a few years back and according to law no new structure can be raised after the issuance of notification, Ramzan said. Another local of Kanispora Nazir Ahmad Mir said that, the assessment for compensation of the road has been done by the Roads and Building(R&B) Department few years back.
The officials know that compensation to those whose structures are removed during the road widening process is huge and they have taken money from them and allowed them to construct the new structures Mir complained.
Abdul Rashid of Delina says that, "Apart from the land owners, the officers of both the departments are the major beneficiaries. While authorities have already notified the areas coming under the road widening from north Kashmir's Baramulla town towards east and west, from Delina to Khowjabagh and from Baramulla town to Uri Thesil."The concerned officials of both the departments are in a deep slumber they have allowed the raising of structure in violation of laws. The authorities give undue benefits to the persons who are illegally raising the structures, Rashid alleged. Presently the road is being widened at various places for four laning for convenience of the commuters. The road is also significant as it connects Kashmir with Pakistan-Occupied-Kashmir (POK).
Showkat Hussian of Boniyar Thesil who works in HCC Bandipora says that at several places in the district unauthorized structures are being raised. "The R&B and Revenue officials in connivance with the land owners are looting the state exchequer by raising temporary structures on the land which is already notified. The land owners then claim compensation worth crores and government has no alternative but to accept it as they threaten to approach the court. The government has to keep its eyes wide open and see how and where it is being cheated by its own officials Hussian said. However top official from Deputy Commissioner's office wishing not to be named said that, "we received many complaints from various quarters against these land owners who are violating the norms regarding the illegal construction of various structures on the Baramulla- Srinagar national highway. "You brought up the matter into my notice and now I will talk to the responsible authorities of revenue and R&B officials regarding this very particular issue which needs to be taken very seriously, he said.
