Early Times Report JAMMU, Aug 18: The repeated incidents of clash between doctors and attendants in Government Medical College and Hospital (GMCH) have failed to make any difference in the approach of administration which has so far failed to tighten noose around some non-punctual doctors, who are always found busy in their private clinics even during duty hours. The bio-metric attendance system could be a solution but despite repeated complaints of patients and their attendants about absence of doctors from their chambers, administration has failed to do anything in this direction. Some officials of GMC and attendants informed Early Times that as per Government rules, the duty time was from 8 AM to 2 PM, but majority of doctors reach hospitals one or two hours late. "Majority of doctors are either working in some private hospitals or clinics run by owners of medical shops during morning and evening hours. If there is rush of patients, they remain in clinics even till 9 to 10 PM", they said, adding that the doctors never bothered about Government job and knew that they would be getting salary, even if they reached hospital late. Sources said that if a patient or an attendant ever tried to enquire from a doctor about the reasons for being late, it generally resulted in scuffle and the attendant or patient ultimately landed in jail. Due to the mushrooming of multi-speciality hospitals in Jammu, the specialist doctors are found busy in making fortunes there. "Whenever a patient gets a receipt of OPD, the name of a specialist doctor is written on it but in their place, some junior doctors are found available. Just imagine that in absence of specialists, what the junior doctors are learning and what type of future doctors will get", a doctor said. He further added that all these malpractices were rampantly going on due to failure of administration to keep check on punctuality of doctors. "The installation of Biometric attendance system in all health sector establishments can be helpful to enforce punctuality in Government hospitals," a doctor said, adding that in the Biometric attendance system, the administration would have check on all doctors, i.e. when he arrived and when he left the hospital. "The Government has also installed biometric attendance in Civil Secretariat and why not same attendance system be installed in all hospitals for the benefit of general public," the doctor said. |
