Govt introduces more formalities for disbursal of relief on account of damaged houses
More pain, misery for flood affected people

srinagar, Oct 2: Already facing public criticism for its lackadaisical approach in rehabilitation of flood affected people, the State Government is all set to face fresh bout of public wrath as it has added more formalities for the disbursal of relief amount for flood victims.
Sources told Early Times that State Government has issued directions that no compensation case would be entertained as long as the same is not certified by a junior engineer of the Roads and Buildings (R&B) department. The latest directive from the State Government is all set to further delay the issuance of cheques for the people whose houses got damaged in the recent devastating flood.
"Revenue officials like the concerned Patwaris and Naib Tehsildars had been entrusted with the responsibility of assessing the losses suffered by people on account of damages to their houses. The concerned Patwaris had already done their job and most of them had in fact submitted their initial report to the concerned district administration, but all of this has gone down the drain," said sources.
Sources said the concerned Naib Tehsildar had to take pictures of damaged houses and the same were to be submitted to the concerned officials for the disbursal of relief amount. However, the latest order has put the entire system in a quandary and it would take much more time before the relief amount is paid to the affected families.
"As on date the assessment done by the Revenue officials does not hold any weightage. The work put in by these officials has gone waste and more importantly lot of time has gone down the drain. The assessment would be considered complete only when the concerned junior engineer gives his or her nod," said sources.
Sources said that in most of the cases the junior engineers have rejected the report of the Revenue officials and this has led to heartburns between the two sides. The junior engineers usually refer to the completely damaged house as the one which has crumbled along with the roof. The houses that have suffered extensive damages inside with damaged walls are not considered as fully damaged by the junior engineers.
"Along with the placement of the junior engineer the State Government has also appointed a team leader for the whole exercise. The team leader is a burden on the entire set up since he or she seldom ventures out to assess the damages caused by devastating flood. But the final assessment report is incomplete without the signature of the team leader. The Government had made mockery of the whole exercise and one gets frustrated over the course of events taking place," said sources.
Sources said that some of the Naib Tehsildars are 'incompetent' to handle the digital cameras provided for taking photos of the damaged houses. These officials delegate this power to the concerned Patwari and in case the Patwari also fails then the aggrieved family is asked to arrange for the photos. This has put financial burden on families who are already facing the music at the hands of nature.
