| Govt surrenders before employees, reverts to Sunday as holiday | | Merry for absent employees as no denial of salary for them | | Jehangir Rashid SRINAGAR, Oct 2: The State Government has virtually 'surrendered' and caved in to the pressure of the Government employees by ordering for the cancellation of Sunday as a working day and also withholding of the salaries for the employees who failed to report to their duties by September 25 this year. The General Administration Department (GAD) issued two separate orders according to which it has been explicitly made clear that Sunday would be an off day from October 5 and that salary of all the employees would be released even if they have rejoined or resumed their duties on September 30, 2014. The orders were issued only after severe criticism from the Government employees of the earlier orders. Commissioner Secretary, General Administration Department, Mohammad Ashraf Bukhari issued circular number 40-GAD of 2014 dated 30-09-2014 regarding the resumption of duties by the Government employees after the recent ravaging flood across the state. "Attention of all the concerned is invited towards circular No.36-GAD of 2014 dated 24.09.2014 wherein it was conveyed that the Drawing and Disbursing Officers shall not draw salaries for the month of September, 2014 in respect of such employees who fail to report for duties, by or before the 25th of September, 2014. The matter has been reviewed further and it has been decided to release the salary of all those who have reported for the duty upto 30th September, 2014," writes the Commissioner Secretary, GAD in his circular. The GAD also issued the order regarding the cancellation of Sunday as a working day. The decision to observe Sunday was taken after the recent flood and it was directed to all the employees to report to duty on Sunday like the other working days. The order for cancellation of Sunday as working day was issued by Additional Secretary, GAD, Rajesh Sharma. "In partial modification of Government Order No. 03-GAD (Camp) of 2014 dated 15.09.2014, it is hereby ordered that Sunday shall be observed as an off day, henceforth, by the Government employees falling within the purview of the above Government Order," writes the Additional Secretary, GAD in the Government order number 1012-GAD of 2014 dated 1-10-2014. However, the order remains silent on the gazetted holidays observed in the state. It would be in place to mention here that State Government's decision to observe Sunday as working day was criticized by the Government employees. The middle and lower rung officials complained that although they joined the duties on Sundays their bosses never did so. It was also alleged that bureaucrats also did not report to duties on Sundays. The Government was also forced to eat humble pie with respect to the order issued in connection with the resumption of duties by the employees after the recent devastating flood in the state. Their directive of not releasing the salary for employees who remained absent after September 25 also did not hold ground following severe criticism from the concerned stake holders. |
