State suffers loss of Rs 1.63 cr as 164 carp fish ponds become non-functional | | | Arun Singh JAMMU, Oct 7: How the lack of administrative accountability mars several important schemes in the state can be gauged from the fact that out of 480 carp fish ponds constructed under Prime Minister's Employment Package in the state, 164 have been rendered non-functional, resulting in the loss of Rs 1.63 cr. Sources in the department told Early Times that in order to increase fish production and providing employment in the state through Prime Minister's Employment Package, around 480 carp ponds and one trout raceway were constructed at a cost of Rs 4.70 crore during the period 2006-09 but out of these 34 pc were rendered non-functional. "Out of 480 carp fish ponds, 164 (103 in Jammu division and 61 in Kashmir division) constructed with an amount of Rs 1.63 crore were rendered non-functional," they added. They disclosed that the details of closure of 103 ponds in Jammu Division were not available whereas the 61 ponds in Kashmir were closed down between March 2008 and March 2013. Surprisingly, the total non-functional ponds which had been reported by the department, the four ponds were actually non-existent and were earth filled and one pond was full with weed growth, they said, adding that the department has failed to ascertain the reasons for their closure till date. They informed that initially the Prime Minister's Employment package (PMEP) was introduced in the year 2004-2005 for establishment of carp ponds in the state. Under the scheme, 410 ponds (Jammu: 230 and Kashmir: 180) were envisaged to be constructed in the private sector in two years at a cost of Rs 4.92 crore but due to delay in implementation the scheme was extended up to the year 2008-09. |
