Lawyers seek high level probe against Minister, Com Sec H&ME
Submit memorandum to CJ, urge PIL

JAMMU, Nov 24: In a bid to highlight large scale discrepancies, willful misappropriation of funds and arbitrariness in the functioning of Department of Health and Medical Education which are bleeding the state exchequer and directly affecting patient care, a group of lawyers has submitted a representation to the Chief Justice of Jammu and Kashmir High Court, with a request to treat it as a Public Interest Litigation and bring the guilty Minister and the Commissioner Secretary Health and Medical Education to book after initiating a high level probe.
Quoting various news reports of gross financial misappropriations published in several dailies of the state, it has been submitted in the representation that the Minister for Health and Medical Education Taj Mohiuddin and Commissioner Secretary Ghazzanfar Hussain entered into a criminal conspiracy to purchase four ride-on floor cleaning cars for the hospital and without following the codal formalities, purchased these machines at highly exorbitant price of Rs. 18 lakhs per machine, while same was available in market for just Rs. 3 lakhs per unit, thus causing a loss of whopping Rs. 60 lakhs to the state exchequer. It has been further submitted that a local supplier was reportedly asked to produce three quotations before purchasing the above said cars despite the objections of the members of the committee formed for the same purposes.
Sighting the recent incident of fire in the super specialty hospital, it has been submitted in the representation sighting news reports that the recent incident of the fire and the explosion of the panel of the 217 batteries caused a loss of 2 crores to the State Exchequer and as such the same is required to be enquired /investigated and the persons who are responsible for the same are required to be booked under law. The possibility of scam behind the usage of poor electrical equipments, out-dated batteries and an inferior UPS system can also not be denied and is also required to be investigated thoroughly.
Questioning the present policy for the recruitment of staff in the super specialty hospital adopted by the Minister for the Health and Medical Education, a probe has been demanded in the arbitrariness of the Minister concerned urging that even the opposition parties and the medical teachers Association had also demanded a probe into the same.
Serious allegations have been raised against the Minister who has altered even the basic site plan of the super specialty hospital to set up his own a special office just opposite to ICU on the fourth floor of the super speciality hospital which is nowhere provided by the basic site plan. Further, the minister had recently ordered the demolition of the chimneys situated inside the super specialty hospital and ordered the conversion of the same area for the purpose of the installation of MRI machine which is major violation of the above said basic site plan which has been prepared in accordance with the building code and the same cannot be violated upon the instructions of the concerned Minister.
