| While old schemes remain incomplete, I&FC takes up new ones | | AIBP guidelines flouted | | Arun Singh

Jammu, Apr 29: The Irrigation and Flood Control Department, flouting the guidelines of Accelerated Irrigation Benefits Progamme (AIBP) took up new schemes involving crores of rupees without completing the old schemes. Sources told Early Times that as per guidelines under Accelerated Irrigation Benefits Progamme (AIBP) which prescribe that eligible schemes covered under the programme during previous years would get preference over new schemes proposed for inclusion during the current year. "But Irrigation and Flood Control Department had taken up 27 schemes in five divisions across the state in last five years which remained incomplete and despite this department took up 50 new schemes in sheer violation of norms of the AIBP and depriving the people of getting their benefits', they added. "These 27 incomplete schemes were taken up by Irrigation Division Akhnoor, I&FC Division Rajouri, IFC Division Bhadewah, Irrigation Division Budgam and IFC Division Baramulla estimated to cost Rs 105.29 crore during 2007-08 to 2011-12 but surprisingly department without prioritizing the schemes and ignoring the completion of previous schemes it took up more 50 new schemes for execution during 2011-12 at a cost of Rs 236.27 crore which also remained incomplete", they said. They said that hundreds of crore of rupees of tax payers went down the drain only due to lackadaisical attitude of the concerned department and continuously shedding the accountability by making excuses that completion of ongoing schemes and projection of new scheme is a simultaneous activity, non availability of requisite funds etc. "But fact of the matter was that department with its negligence, had not prioritized the schemes for execution which led to incomplete projects," they said. |
