Distribution of PRCs in Schools snowball into major controversy
Kashmir based political parties up in arms against initiative

Jammu, Apr 29: Refusing to buckle under political pressure of Kashmir based political parties and religious organizations, Minister of State for Revenue Sunil Kumar Sharma said that the distribution of Permanent Resident Certificates (PRC), Resident of Backward Area (RBA) Certificate and Caste Certificate will continue in schools. The minister also distributed over 100 certificates among the students of remote Palmar area of Kishtwar District.
While talking to "Early Times", Sharma said that project "MADAD (Help)" was an endeavor of Mufti Mohammad Syed led BJP-PDP government with an aim to provide doorstep facilities to the people, and added that distribution of PRCs, RBAs and Caste Certificates to deserving is a step towards good governance which is committed by the Prime Minister Narindra Modi to the people of Jammu and Kashmir while forming an alliance with PDP. He said that Kashmir based political parties particularly National Conference were trying to rake up the controversy by terming the people friendly scheme "MADAD" as dilution of State Subject law. While reacting to NC's allegations, Sunil Sharma said that an unwarranted controversy regarding issuance of PRCs is being created by some Kashmir based political parties who have been rejected by the people in the recent Assembly elections. He said National Conference (NC) is only creating doubts in the minds of the people on flimsy grounds. Rejecting MLA Budgam Aga Syed Ruhullah allegations, MoS Revenue said "Yes there are various students studying in our schools, colleges and universities who are not State Subjects, but that doesn't mean we are issuing PRCs to them--- everything is being scrutinized by the issuing authority before issuing any such certificate".
He said the pilot project which is being implemented from Kishtwar, will be extended to whole state shortly, addingthat the new initiative of the government will not only revolutionize the whole working of Revenue department, but will also strengthen the faith of people in the state institutions.
He said that no amendment has been made in existing laws added that "The Revenue officials will visit the schools with their records and then match school record of children and prepare their certificates--- this will also eradicate the menace of corruption in issuance of these certificates and at the same time the children and their parents will not suffer unnecessarily” Sharma said.
He said that nearly 500 certificates were issued to school children's in Kishtwar District in last five days, added that nearly 5000 certificates will be issued to the students in coming days in Kishtwar District including in areas like Marwah, Warwan, Padder, Nagsini, Sarthal, Saroor, Chatroo, Thakrie, Drabshala, Bhunzwah and other remote areas of Kishtwar District.
"Our government will issue SC/ST certificates to Gujjar community of Kishtwar District, including their children so that they will get benefit of various centrally and state sponsored schemes meant for the welfare of these communities including facilitation of scholarship schemes for higher studies of these downtrodden communities" said Sunil Sharma, added that it is matter of great concern that NC who uses the Gujjar community as its vote bank, never do anything for them.
"I wonder there is no Gujjar youth engineer or doctor or lecturer or PHD or highly qualified or holding higher position in government job in entire District of Kishtwar having over 30% population of Gujjar Community--- all this reflect the development of Gujjar community during NC regime" said Sharma. "Center reserved nearly 27% jobs for OBCs, but our unemployed youths fail to get these certificates on time as a result of which the state quota in OBC remained unfulfilled-we will now felicitate OBC certificates to deserving youths so that they can apply for central jobs and get benefit of reservation quota" said Sunil Sharma.
It is pertinent to mention that decision of distribution of PRC's at school level has received widespread criticism from Kashmir based politician also from religious organization Jamat-e-Islami who termed new policy of MoS Revenue as an aimed at providing State Subjects to refugees and outsiders which could change the demography of only Muslim majority state of the country; the charges denied by MoS Revenue.
