DB reproaches authorities over highway condition
'Make Qazigund-Sgr road trafficable within 10 days'

Srinagar, Apr 29: The state high court pulled by government for "doing nothing" to make Srinagar-Jammu highway traffic worthy even as took on record an undertaking by Ramky Infrastructure Ltd, the executing agency for four laning from Qazigund to Srinagar, within ten days.
As the hearing in a Public Interest Litigation started before a division bench comprising Justice M H Attar and Justice Ali Mohammad Magrey, the vice president and Chief Manager of Ramky Infrastructure Ltd undertook that the road from Srinagar to Qazigund will be made travel worthy and it will be ensured that the commuters travel on this road without any problem.
The necessity of calling the duo before the Court arose because of the issue raised by many advocates about the deplorable condition of the Srinagar-Qazigund road. The advocates stated that the distance, which otherwise would be covered within one and a half hour, takes 5-6 hours because of the bad road condition.
The two authorities, who have appeared in person, gave an undertaking in the court that the road from Srinagar to Qazigund will be restored and made operational so as to enable the commuters to have convenient and hassle free travel. They also stated that subject to weather condition within 10 days time, the road from Srinagar to Qazigund will be made travel worthy. 'Their statement is taken on record," the bench said.
R. A. Jan, Advocate General, submitted that the government was taking serious steps to make travel on the National Highway hassle-free.
He said that government has taken serious note of the road condition and immediate steps would be taken to ensure that Jammu-Srinagar Highway and other roads are made travel worthy. He submitted that the grievances projected in the PIL would be redressed. "At request, list in the week commencing from 25th May, 2015," the court said.
The statement by advocate general followed observation by the court: "We are monitoring that you are not doing anything. You see there a number of PILs which actually speak volumes about misgovernance."
In the interests of the commuters, the court further direct the traffic Department to devise a method for avoiding traffic jams on the National Highway, most particularly from Qazigund to Srinagar.
"Compliance report by all the authorities before next date," the court said. it also exempted Chief Engineer (R&B) from his personal appearance till further orders.
The court was hearing a PIL filed by civil society Tral through its general secretary Shabir Ahmad Bhat, seeks directions to the respondents for repairing the Highway from Jammu to Srinagar especially from Banlhal to Srinagar and Srinagar to Baramulla.
It also seeks directions commanding the respondents to constitute a team of experts to have physical spot inspection and conduct survey of NH1A and other link roads of Kashmir valley to assess the gravity of dilapidated condition of the roads and submit a detailed report with complete remedial suggestions in a time bound period. It also seeks direction for fixing liability of maintenance of the existing HH1A from Jammu to Srinagar for the purposes of maintenance and development, on war footing basis.
It also seeks directions to authorities including the police to take action against the residents involved in directing the flow of sewage water on the roads throughout the whole state of Jammu and Kashmir.
The civil society also seeks directions to engineer R&B Kashmir and Jammu, asking them to submit a detailed report of the strength of the road guards and coolies born on the establishment of the respondent R&B Department and explain why such employees are paid from the state exchequer when they never work practically to maintain the roads and prevent the damage to the roads.
