Udhampur ARTO breaches norms, forces staff to commit illegality

JAMMU, Nov 12: Illegality seems to have allegedly become a norm in Assistant Regional Transport Office (ARTO) Udhampur with officials who have been brought on deputation basis from other departments playing the key role.
Sources said that these officials have been working overnight allegedly to mint money by violating rules and regulations. They added that one of these officials has been brought from Khadi Village and Industries Board (KVIB) and has been working as if he runs the show all alone in the ARTO Udhampur.
They further said that from issuing registration numbers in violation of the registration number series which is running currently to distributing driving licenses without mandatory driving test, every illegality is going on in the office of ARTO Udhampur.
In one such recent incident, a particular individual namely Ajay Kumar son of Bansi Lal, Resident of Ward no. 6, Ramnagar Chowk, Udhampur was issued registration number in complete violation of the series which is running all over Jammu region. Sources said that Ajay had approached ARTO Udhampur Rajesh Gupta with a request for special number for his I20 car.
They added that ARTO Udhampur took special interest in getting Ajay a special number despite being told by several junior rung officials that he was committing an illegality. But ARTO Udhampur forced the KVIB deputationist to allot JK14E6666 to Ajay. "This number is in complete violation of the series and by all means, should have been auctioned. But ARTO Udhampur forced his junior rung officials to allot the number to Ajay Kumar son of Bansi Lal," said an official source.
He added that ARTO Udhampur who had managed his transfer during the tenure of ex-Transport Minister Abdul Gani Kohli and Transport Secretary Baseer Ahmed Khan heard not even a word from the officials who kept telling him that it is a special number and should be auctioned so that a higher amount could be deposited in the state treasury. Currently, the registration series that is being allotted is between 1000 and 2000.
"He has caused serious loss to the state exchequer. He should be immediately placed under suspension and inquiry be ordered so that the further such occurrences could be prevented," added the official. We have no reason to believe that this has not happened in lieu of money or some other favour, said the official while adding that only an inquiry would help in finding out what else has happened in the office of Assistant Regional Transport Officer (ARTO) Udhampur Rajesh Gupta.
