SIC directs BDO to reveal details under RTI

Jammu, Feb 22: State Information Commission (SIC) has directed Block Development Officer (BDO) Marwah district Kishtwar to reveal details about persons engaged / appointed by the Rural Development Department (RDD) under various national flagship programmes like Boarder Roads Grant Fund (BRGF) , Swaran Gramin Rozgar Yojna (SGSY) , Total Sanitation Programme (TSP) etc. The said information was earlier denied by the BDO under RTI Act.
Details available with Early Times reveal that one Mohammad Abass Shiekh a resident of Pethgam Marhwah District Kishtwar while exercising his right to information filed an RTI application with the Public Information Officer (PIO) Assistant Commissioner Development, Kishtwar on 24-03- 2017 seeking information about candidates engaged in Rural Development Department, District Kishtwar as supporting staff under various schemes viz BRGF/Total sanitation Programme/SGSY and MGNREGA on need basis along with Photostat copies of their engagement orders w.e.f year 2010 to till date. Information seeker also sought list of candidates / supporting staff who have been disbanded / ousted from RDD, District Kishtwar along with attested copies of their disbanded order. In addition to it details of candidates who are presently working in RDD District Kishtwar as supporting staff was also sought. The information was not revealed by BDO alleges the RTI applicant. He filed an appeal before ACD Kishtwar against BDO , but inspite of ACD's order BDO still did not provided him information. Finally RTI applicant moved 2nd appeal before the State Information Commission (SIC). The appeal came up for hearing before the SIC on 16-11-2017. The hearing was attended by the appellant. However, the respondents BDO Marwah and ACD Kishtwar did not cause their presence despite due notice from SIC. Appellant submitted that the BDO (PIO) did not provide any information despite clear cut directions of the FAA/ACD, Kishtwar issued while disposing the 1st appeal. The appeal was finally disposed of by SIC with the directions to the PIO/BDO Marwah to provide the information to the appellant within two days time.
