Employees allege bias on part of Principal, PO of GMC

JAMMU, Feb 22: Once again, some officials of the Government Medical College (GMC) Jammu are leaving no stone unturned to delay formal notification of Non Gazzated employees' Departmental Promotion Committee (DPC) despite finalizing same on 24-01-2018.
Number of angry employees held demonstration against Principal GMC, Administrator, Personal Officer and others involved in DPC Promotions of the staff. Promotions of Non-Gazzatted staff in GMC & Associated Hospitals are sabotaged repeatedly.
Some of the employees told that that there was a dissenting note from Administrator of Associated Hospitals backed on solid legal grounds and rules. First, observation in the dissenting note is that in certain cadres few posts of employees have been kept reserved for reserved category employees but in other cadre posts meant for reserved categories were straightaway de-reserved without following any norms. It is worth mentioning that almost 40 percent of associated Hospital staff belongs to reserved categories including Physically Handicapped, ALC and others, who are eligible for promotions as per Reservation Act of 2004 and Rules 2005.
They said there were some allegations against Principal, administration and a controversial doctor for playing caste base politics. It needs overhauling of the system and punishing the culprits who for personal gains want to ransack everything and every rule in GMC Jammu.
Official sources said that it has been observed that during deliberations in this DPC provisions of SRO-272 were not adhered to. Finally, the Administrator has sent a letter to Principal Secretary to Govt., H&ME Department observing. " In these circumstance it is hoped that promotion orders in respect of promotions of those categories/persons which are in accordance with rules, will be issued soon and another DPC meeting be convened to thrash out the issues which have been raised by undersigned. The minutes of the meeting duly signed have been returned for further appropriate action, "sources stated.
Sources alleged that a doctor who is close to Principal, Personal Officer was regularly misguiding H&ME Minister was interested in getting adjusted their own blue eyed employees by getting posts de-reserved. Certain nurses made allegations that a doctor, who poked his nose in every matter of GMC including financial matters is hell bent upon polluting otherwise clean atmosphere of the hospital. The doctor recently got a junior nurse elevated to AMT School as Tutor ignoring senior nurses. When they retaliated, said doctor snubbed them by threatening them of dire consequences in view of his close proximity with politicians and others.
