Srinagar, July 15: An officer of the state administrative service who was until recently Private Secretary to former chief minister Mehbooba Mufti, rather than voluntarily disclosing his property is concealing the same.
The property statement of the year 2017 submitted by Senior KAS officer Hashmat Ali before the General Administration Department (GAD) is a mystery of errors. The officer owns a huge property in his name which includes a 60 kanal land at Kulan Tehsil Kangan District Ganderbal. The officer claims that the land is his ancestral property, but when the valuation details were to be filled , the officer has not mentioned the same.
In addition to it the officer has three houses at Kullan, Srinagar and Jammu respectively but their valuation has also not been revealed at all.
Hashmat Ali is not only the only officer who has concealed the value of his property in the written statement filed before GAD , but there are more than one dozen KAS officers who have followed same tactics. Even many IAS officers have also not revealed these details.
As reported by ET, two middle rung KAS officers of state administration posted in Budgam were also caught on the wrong foot as they have not submitted 2017 annual property statement to the competent authority. Assistant Commissioner Revenue (ACR) Budgam Abdul Hamid Zargar and Assistant Commissioner Development (ACD) Fayaz Ahmad Fayaz had failed to submit their immovable and movable property statements for the year 2017. The last date of submission was December 2017, but even after completion of 6 months of year 2018, the details have not been uploaded.
ACR and ACD Budgam are not the only defaulters, but there are more than one dozen KAS officers who have not uploaded their details. There are several IAS officers who have also not filed the fresh property statements. Irony is that many of these officers are themselves administrative secretaries in various Government departments. These include P K Tripathi (on central deputation), A K Mehta (on central deputation), Bipul Pathak, A K Parmar, H K Sharma, Mohammad Javed Khan (Secretary Higher Education, Technical Education, Sports, Tasneem Majid (Central Deputation), Prasana Ramaswami (DC Reasi), Kumar Rajiv Ranjan (Director ISM) and several other IAS officers have not submitted these details before GAD. In addition to it DG Youth Services and Sports Sheikh Fayaz Ahmad, SSRB Member Rukhsana Gani, Additional DC Jammu Rehana Batool, Director Horticulture Manzoor Qadri, DC Kupwara Khalid Jehangir, Asif Hamid Khan (Joint Resident Commissioner) and many other KAS officers.
