Naib Tehsildar, Patwari changes status of state land in Central Kashmir's Budgam district
No punitive action taken against duo so far

SRINAGAR, July 23: At a time when the Governor Narendra Nath Vohra led state government has issued directions to act strictly against land encroachers a Naib Tehsildar along with a Patwari has allegedly sold state land to private parties in Central Kashmir's Budgam district.
Residents of Takiya Farooq Shah in Khan Sahib area have lodged a complaint with Divisional Commissioner Kashmir, Deputy Commissioner Budgam and Senior Superintendent of Police, Vigilance Organization asking them to carry out a probe in the mischievous acts of the concerned NT and Patwari.
The complainants have said that the Naib Tehsildar Waterhail namely Ghulam Nabi Shah and the Patwari halqa Takiya Farooq Shah namely Mohammad Yousuf have 'fraudulently' recorded the state land (kahcharie) situated at Takiya Farooq Shah in favour of one Mushtaq Ahmad Shah.
The complainants said that the Naib Tehsildar and the Patwari received huge amount in lieu of the deal carried out with the beneficiary. They said that a thorough probe alone will make the picture clear and make the people aware about the misdeeds of the Naib Tehsildar and Patwari.
In the complaint it has been written that the accused officials along with the land mafia first change the status of state land in their own name and thereafter the same is sold to some private parties. They said that since the Tehsil authorities have failed to act in this matter it is important that a thorough probe is carried out.
The complainants have said that the Naib Tehsildar and Patwari are habitual of committing all fraudulent means to grab the state land in the Takiya Farooq Shah area. They said that state land at Semsan, Takiya Farooq Shah in the form of Karewas has also been grabbed by the Naib Tehsildar and the Patwari concerned.
"There is a great apprehension of grabbing state land in future and also we will not see even a single piece of state land in the coming days. It is important that necessary records are seized at the earliest by the Vigilance Organization. It is also imperative that records of entire state land existing since 1971 are also taken over the Vigilance so that the truth comes and fraud is exposed," reads the complaint.
In the meantime, it has been learnt from sources that the Naib Tehsildar has already served a period of suspension after it was found that he has issued fake income certificates. They said that although the Sub Divisional Magistrate (SDM) is fully aware about the 'frauds' carried out by Naib Tehsildar and Patwari no punitive action has been recommended against the duo by the said officer.
