Despite killing of cops, more jawans go home in vulnerable areas?

SRINAGAR, July 23: With the killing of another police constable Muhammad Saleem who was abducted and killed by militants in his native Kulgam area, where the cop had gone to spend short vacations on July 21, the police department is facing criticism for failing to evolve a policy to prevent its men from taking such risks.
It's third such killing at the hands of militants in south Kashmir within the month, after the killing of PSO of SSP Shailendra Mishra in Shopian.
On July 7, Javiad Ahmed Dar, who had been a bodyguard of SSP Mishra was abducted and killed by the militants in Shopian area of south Kashmir. After having a lunch with Mishra, who had just been transferred to Shopian to Srinagar, Dar was leaving for home in Shopian, when he was abducted. Hours later his bullet-riddled body was found in the restive area.
And prior to that, Army's rifleman Aurangzeb was abducted and killed by militants in Shopian, when he was heading for vacations at his home in Poonch during Ramazan.

But what is shocking is that despite a rise in such killings, especially in south Kashmir, the Jammu and Kashmir Police have allegedly failed to evolve a strategy to prevent its men from going on leave to the vulnerable areas.
Talking to Early Times, a former police official said there was "something terribly wrong in police policy with regard to the implementation of the much needed security measures."
"It doesn't have to be about the issuance of customary advisory asking cops to refrain from visiting vulnerable areas. When there's a definite threat to the lives of jawans, the department is bound to work accordingly and come up with a detailed policy," the former official said.
"The Jammu and Kashmir Police needs to formulate comprehensive policy to prevent loss of lives of jawans in such incidents because such killings are preventable,' the official said.
Sources said New Delhi has taken a serious note of failure on the part of the state police to avoid such killings.
When contacted a police official said the department was seriously looking into the matter.
