Manual renewal of arms licenses continues unabated

Jammu, Aug 10: Ever since the issuance and renewal of arms licenses have been made online by the Center Government, in many districts the local administrations continue with the manual process in connivance with agents causing huge revenue loss to the State.
Sources told Early Times that the main purpose of the making online entry of the arms licenses on web portal of National Database of Arms Licenses (NDAL) was to keep check on fake gun licenses in circulation and similarly their renewal has to be done online.
"It has been observed that the requisite fee fixed for their renewal is not being charged due to nexus between department and agents in the garb of manual renewal system as there no records are maintained for manual renewal," they said further adding that as per online system, the detail of the fee has to be filled by entering treasury voucher number while in manual practice no voucher is filled and thereby no records of the fee is maintained.
They further informed that as per Arms Act 2016, no license will be deemed valid if not entered online with NDAL.
"Earlier the annual fee for renewal was Rs 60 which was increased last year to Rs 500 and the validity of license is generally of three years which means Rs 1500 has to be paid by the license holder while renewing it but the malpractice of manual renewal, the requisite fee is not being deposited in treasury due to nexus and consequently the State is suffering loss of revenue which was being expected to be accrued in the shape of the renewal fee.
"The officials in some districts take commissions from agents for renewal of licenses in bulk which becomes a huge amount but in all this no revenue is collected for State," they added.
Sources further informed that despite ban on issuance of any fresh arms license by the Government, some district administrations particularly in Kashmir region have been issuing arms licenses in back date of the ban.
Meanwhile, ever since the State is in limelight in fake gun licenses scam, the Anti Terror Squad (ATS) Rajasthan has become headache for many districts administrations from where these licenses were issued. The ATS Rajasthan has been asking for records of arms license holders from concerned DMs. ATS Rajasthan has been claiming that it has a list of more than 1000 people who have obtained gun licenses by fudging documents issued from Jammu and Kashmir but sources informed that ATS Rajasthan has not submitted any such list to the Government till date.
