Early Times Report

Srinagar, Aug 10: The misuse of official vehicles by the officers especially in the State Motor Garages and Irrigation and Flood Control departments continues unabated causing loss to government exchequer to the tune of crores of rupee every year. One such example is of Director State Motor Garages, and Deputy Director who are supposed to check the misuse of Motor garage vehicles are themselves seen towing luxury cars of department for personal use, thus putting extra brunt on the exchequer. According to rules the use of Government-owned or -leased motor vehicles is restricted to official purposes. Their use in the transportation of employees between their homes and places of employment is specifically prohibited. The government rules further say, that any officer or employee of the government who willfully uses or authorizes the use of any Government-owned motor vehicle for other than official purposes, will be suspended from duty. However sources alleged that the said officers are rampantly misusing the official vehicles. "On Friday two luxury Scorpios under registration number JK02BG 4680, JK01W 3090 of government were spotted outside the Masjid here in Srinagar. This early times correspondent on spot, learnt that Director and Deputy Director were dropped here for the Friday prayers. "Nobody will stop any government employees to offer prayers but one should understand that even in Islam it is prohibited to misuse the powers for religious activity," said one of the insiders. He alleged that though it was of the instances which came to the fore but these officials are often seen misusing the government vehicles. The official however said that though the Director is entitled to use the official vehicle strictly for the official purpose, but irony is that his deputy who usually misuses luxury cars like Inova and Scorpio is not entitled to use any official vehicle at all. Meanwhile sources told early times that officers, officials in many other departments including in the industries and commerce department are making rampant misuse of the government vehicles. Sources said that the misuse of vehicles in government departments is routine even after the State government and the Prime Minister's Office (PMO) had directed all the administrative officers to cut fuel costs by curbing the rampant misuse of government vehicles.
Sources said that the families of officials also use government vehicles and the government has to bear heavy expenses on fuel charges and maintenance of these vehicles.
Sources said that the misuse of official vehicles is rampant in Government owned corporations as well.
Sources said that some vehicles are using by those General Managers, in- Charge General Managers who are not at all even entitled to have vehicles.
"Though time and again it was brought into the notice of the higher authorities but no action was initiated against the officials for misusing the government machinery," sources maintained. Sources said that the vehicles are also being misused by the government officials in the PHE, Irrigation, and Flood Control Department. "Despite the complaints sent to the Vigilance Organization no action has been taken against the officials in PHE, and Irrigation and flood control department for misusing the government vehicles," sources maintained. "The government should adopt strict approach to check misuse of government vehicles," suggested one of the officials in the General administration department.
