Early Times Report

Jammu, Dec 29: All J&K Senior Citizens Welfare Council (SCWC) held a press club today to initiate steps for the formulation of policy for its senior citizens of Jammu and Kashmir by the state government.
Nirmala Chatt, President All J&K Senior Citizens Welfare Council said Jammu & Kashmir State is the only place in the world where the Government has no policy for its senior citizens. Government of India formulated National Policy for Older Persons (NPOP) in 1990 subsequently all the states, except Jammu & Kashmir, also formulated their policies for the senior citizens.
She added, "Whereas the joint family system is fast crumbling with the compulsion of the youngsters to move out in search of jobs, the government apathy towards the senior citizens of Jammu & Kashmir state has created a feeling that they have been ignored marginalized and left unprotected and subjected to various socio-economic and health problem".
She further added that we therefore urge upon the state government to initiate steps that is to adopt State Policy for the Older Persons in line with the National policy for the Older Persons (NPON) 1999 and as revised in 2011. Also set up an advisory helpline for senior citizens on health matters and social security and recreation cum Day Care Centers for senior tit in urban and rural areas. Further make provision of providing residential nursing facilities ailing older person', to make provision for 2 days Geriatric OPD per week in public hospitals as well as all recognized Private hospitals laboratories with provision for free investigation and treatment including surgery. Instructions in this regard have already been ordered by High Court but not implemented in the J&K state.
We also urge to make provision of priority for reservation for older persons in public transport and trains, make provision for free legal aid cells in all court complexes and to ensure that all civil suits concerning older persons are settled in a time bound manner and not later than two years. All J&K Senior Citizens Welfare Council further urged upon the State government to set up separate department under the Social Welfare Ministry to cater to the increasing needs of the senior citizens.
