JKPCC fails to transfer employees for years, AE overstays for 19 years

Kishtwar, Dec 29: Throwing all rules and regulations to winds, the Jammu and Kashmir Project Construction Corporation Limited commonly known as JKPCC has failed to transfer employees for years together. An AEs overstay of 19 years is a glaring example of this irregularity.
As per the details available with "Early Times" in reply to an RTI of Social and RTI Activist Haqnawaz Nehru of Doda, the Deputy General Manager JKPCC unit 9th Doda, one AE namely Kalyan Singh is posted in Doda Unit since last 19 years while another employee Hoshyar Singh (Works Supervisor) has not been transferred since last 11 years, Bansi Lal (Chowkidar) since last 10 year & 11 months, Junior Engineer Joginder Lal since last 10 years, Parshotam Lal (AEE) since 9 years, , Naiz Ahmed (JE) & Musarat Hussain (Dy. Manager) since last 7 years, Ravinder Koul (AEE) since last 6 years, M L Thapa (Executive Engineer/DGM) since last 5 years while rest of the employees had completed 2-3 years of services which is the minimum period stay under transfer policy and only one employee Kamal Kishore (Draftsman) has minimum stay on one year on present place of posting.
After analyzing the other details provided by the JKPCC in response to the RTI filled by the Haqnawaz Nehru on the intervention of Information Commission, the various works were given to politically influential people in last 3-4 year and poor people hardly get any benefit from the various on going developmental project executed by the government through JKPCC including the payments withdrawn on account of material suppliers with regard to construction of MCH Doda, PHE Barath Doda, Construction of Main Block at DC Office Complex Doda, Multipurpose Indoor Hall inside sports stadium Doda, Adm Block in GDC Bhaderwah, GDC Kilotran, Polytechnic College at Beoli Doda, Out door stadium Doda are some works that are being executed through JKPCC.
Speaking to "Early Times" the RTI activist said that the aim and objective of filling the RTI is to expose the Political/Official nexus under which the poor people having no political backing are being denied the opportunities to get the befits from various government projects in terms of labor work or as a supplier.
He said that the government on one hand side punishes the honest officers by transferring them within months of the posting while some blue eyed people were allowed to occupy the particular posting for years together and the same needed to be looked into. He also seeks Governor's administration intervention into the matter so that the benefit could reach up to the poor and downtrodden people.
