Early Times Report

SRINAGAR, Dec 29: There is no let up in construction of hotels and shopping malls over agriculture land in Kashmir valley and somewhere the agriculture land is being sold by the land brokers at high rates, while as government is turning blind eye over this alarming situation.
Sources said that the construction of residential houses and shopping malls on agricultural land is unabated in Kashmir despite the High Court ban. "Right from Shalteng to Tangmarg area, Srinagar to Bandipora, and Baramulla, the agriculture land is being sold by land brokers at the high rates and the same land is converted either for residential or shopping mall purposes", said sources.
Sources said that, under the noose of the concerned authorities, all this is happening in the summer capital and in other districts of Kashmir valley; one can assume that the department that is issuing them the 'No Objection Certificates' (NOC) and they have deliberately turned a blind eye towards this burning issue.
"Let the authorities including Governor Administration and Divisional Commissioner Kashmir check that most of the productive land has been converted into residential areas and take stern action against the officials who are involved in the illegal practice," said sources.
They said that one fails to understand that why government is not implementing High Court orders in letter and spirit and stop people from conversion of agricultural land into residential or commercial plots.
"There is a provision in J&K Land Revenue Act 1996 that prohibits the conversion of paddy or vegetable land into any other use, besides violation of laws, the construction of residential and commercial buildings on agricultural land is violation of the master plan," said sources.
The land brokers are looting the general public who buy the agriculture land at, 'peanuts and sold the same chunk of land worth rupees in lakhs and crores at different places. In Srinagar district only, one kanal of land was sold in crores, and if we talk of sites on Srinagar-Tangmarg road, rate of one kanal of land is touching to crores, sources informed.
