SRINAGAR, Apr 1: Induction training of newly joined Medical Officers was not implemented in letter and spirit by CMO Kupwara, for which Deputy Director Health Service Kashmir has issued an explanation order, where as the MOs who had joined face the burnt due to the attitude of concerned official. Deputy Director Health Services Kashmir has issued an explanation order to Chief Medical Officer, Kupwara, vide no: DHSK/PS/3199-3202 Dated 30/03/2019, of which a copy is in possession of ET.
Order reads that, whereas Director Health Services Kashmir issued orders for induction Training of newly joined Medical Officers vide no: RIHFW/Training/2019-20/707-12 dated 22-03-2019.
Whereas the higher authorities after threadbare deliberations and authoritative decision had asked this office to induct the training of newly appointed Medical Officers in the interest of patient care and administration to enable them to understand Health Care Delivery System and own the department in terms of Civil Services Rules, said order copy. "Whereas such training impacts stand disrupted by your uncalled and unwarranted attitude having not allowed the Medical Officer to join the training today the 30th of March 2019. Order further reads that, whereas the purpose having been interrupted by your unwarranted attitude has resulted into your ignorance and intentional disruption of streamlining the system while newly recruited Medical Officers were supposed to attend," the order reads.
Whereas this violation of violating orders of Directorate clearly speak volumes of your inefficiency, mismanagement, miscommunication, misusing your position as district officer and also neglecting the CSR you are bound with as government servant. Whereas all the arrangement made for the training of your district Medical Officers got waste wherein Resource Persons of various disciplines even faced difficulties in understanding the departmental position of this Directorate and this defamed the purpose of authority of this office, mentions in the order copy. Your deviation of the orders has put the Medical Officers future services in dark by virtue of your inefficient and anti-administrative powers at district level. Now, by this expressing of explanation, you are hereby asked to refrain from such practices in the future and explain as to why disciplinary action may not be initiated against you having proved inefficient, ignorant in implementing the orders issued by this Directorate.
Your reply should reach to the undersigned by return mail/fax with an apology and reasons as otherwise action as warranted under rules shall be initiated against you for violation of authoritative orders for no reasons.
However sources said that in January/2019, Health and Medical Education (H&ME) Department issued appointment order to almost 921 Medical Officers recruited on fast track basis. The H&ME department completed the process of recruitment in a record time of 3 months and issued appointment orders to the selected candidates. Out of total 921 Medical Officers appointed by the department, including of 62 Medical officers for Kupwara District.
Reliable sources told early times that, almost all the doctors who were recruited as Medical Officers in Kupwara district had joined before their Drawing and Disbursing Officers (DDOs) at respective places of postings, and that was endorsed by the concerned Block Medical Officers, and subsequently that was forwarded to the CMO Kupwara for information.
