Early Times Report
SRINAGAR, Apr 1: Despite the promises being made by the people at the highest level the bug of contractualism and extension of services has eaten the foundation of the University of Kashmir, the oldest highest seat of learning in Jammu & Kashmir.
The university authorities issued at least two orders sanctioning extension of two faculty members of the university who retired from their services only yesterday (March 31, 2019). The two faculty members were discharging their duties in the Department of Management Studies and Centre for Central Asian Studies (CCAS).
"Sanction is accorded to the extension in the services of Dr. Musadiq Amin Sahaf, Ex-Professor, Department of Management Studies on contract basis for a period of 06 months or till the end of current Academic Session whichever is earlier with effect from 02/04/2019," reads an order issued by Assistant Registrar, Administration-TW, University of Kashmir.
The order further reads that during his extension he will receive same salary which will be in receipt of as on 31/03/2019 minus pension. He shall not claim for enhancement of pay like increments etc. during the said period. During his extension period, he shall be entitled to leave etc, as admissible under rules, the order said.
"Sanction is accorded to the extension in the services of Dr. Rafi-ud-din Makhdoomi, Ex-Associate Professor, CCAS on contract basis for a period of 06 months or till the end of current Academic Session or till the post is filled up whichever is earlier with effect from 02/04/2019," reads yet another order issued Assistant Registrar, Administration-TW, University of Kashmir.
The order further reads that during his extension, he will receive same salary which he will be in receipt of as on 31/03/2019 minus pension. He shall not claim for enhancement of pay, like increments etc. during the said period. During his extension period, he shall be entitled to leave etc, as admissible under rules, the order said.
The issuance of these orders has led to resentment among the prospective candidates who could have been appointed as lecturers in the university and made it to the top positions with the passage of time. The unemployed youth say that the extension orders have caused a dent to their appointment at the university.
In the meantime, the university has appointed as Dr. Aaliya Ahmad as the new Head of Media Education Research Centre (MERC). Professor Faruq Masoodi has been relieved of the charge after Dr. Aaliya's appointment as HOD, MERC.
It would be in place to mention here that some of the professors of the university had proposed to extend the tenure of contractual lecturers beyond an academic session. However, the proposal was rejected following reservations by majority of the teaching faculty of the university.
