After SIC intervention job aspirant figures on top of select list

Jammu, Apr 1: A job aspirant who allegedly had been declared ineligible by the J&K State Services Recruitment Board (SSRB) figured at serial number 1 of the revised merit list after seeking the details of verification committee report under Right to Information Act (RTI) and subsequent intervention of J&K State Information Commission (SIC) which directed SSRB to provide exact details sought by information seeker under RTI.
Details available with Early Times reveal that an RTI application was filed by an aggrieved job aspirant namely Mehrajdin Bhat a resident of Takibal Sopore. Information seeker had sought copies of some documents from J&K Service Selection Board on 26.09.2018.
As there was no response from the PIO, the appellant filed first appeal before Secretary SSRB who is also the First Appellate Authority (FAA) on 06.11.2018. The first appeal was not disposed of by the Secretary / FAA within the statutory period and the appellant filed 2nd appeal before J&K State Information Commission (SIC) on 26.12.2018.
The appeal came up for hearing before SIC on 05.02.2019. The appellant, who was present in the Srinagar office of the Commission, was heard through voice call. The PIO, SSB was present during the hearing. The appellant submitted that he sought copy of remarks of the counseling committee regarding his eligibility or otherwise. On the insistence of the Commission to provide the same to the appellant, PIO assured that the said information would be provided to the appellant after collecting it from the secrecy section of the Board. Hearing in the appeal was adjourned with the direction to the PIO to collect the information sought by the appellant and furnish the same to the appellant within two weeks.
The appeal again came up for hearing before the Commission on 13th March, 2019. Appellant Mehraj Din Bhat who was present in the Srinagar office of State Information Commission (SIC) , was heard through voice call by the Commission . The PIO, JK SSB was also present during the hearing. During the last hearing held on 05.02.2019, the appellant had raised apprehension that he has been declared ineligible by the documents verification committee / counseling committee of the Service Selection Board and as such he wanted a copy of the remarks of the documents verification committee / counseling committee in respect of his ineligibility. The PIO JK SSB submitted that the same has been sent to the appellant through registered post on 13.02.2019 and also via whatsapp on 12.03.2019. In the said verification / check list form, the Committee has found him eligible.
"In fact, the appellant is figuring at Serial No. 1 of the waiting list in the revised selection list. Had the appellant been declared ineligible, he would not have been considered for selection and would not have figured in the waiting list for the said post. With the provision of the information sought by the appellant, nothing further survives for adjudicating in this appeal and the same is accordingly disposed of without any further order or direction," reads the SIC order.
