Early times report

SRINAGAR, Jan 3: It would usually take some days for an employee transferred from Jammu to Srinagar to join his new place of posting. However, an employee of Entrepreneurship Development Institute (EDI) took just 10 minutes to join his new place of posting and send the joining report as well.
On December 7, 2019 Director, Jammu & Kashmir Entrepreneurship Development Institute (JKEDI) Tufail Matoo issued a transfer order of Raiyees Manzoor working as faculty, Centre for New Enterprise Creation (CNEC), Jammu. Raiyees was transferred from Jammu and sent to the main campus at EDI Pampore where he was asked to work as Regional Coordinator.
“In the interest of administration, Sh. Raiyees Manzoor, Faculty Centre for New Enterprise Creation (CNEC), presently working as in-charge trainings Jammu division is transferred to JKEDI main campus Pampore and shall function as Regional Coordinator, Kashmir. Transfer allowances as admissible under rules is also sanctioned in favour of the officer,” reads the order number JKEDI/HR-727 of 2019 dated 7-12-2019.
After the issuance of this order one would expect that Raiyees would take few days from Jammu to reach Srinagar and only then he would join his new place of posting, but that was not to be. Ironically he mailed his joining report minutes after the issuance of the transfer order from Jammu.
Sources told Early Times that Raiyees on the verbal orders of the Director EDI was transferred to EDI Pampore with the transfer order reaching him at the new place of posting later on. It was due to this reason that Raiyees was already working at EDI main campus at Pampore and the order was handed over to him at the new place of posting.
“There is amusement in the whole story and one is forced to laugh at the scheme of things going on at EDI. Ideally Raiyees should have been handed over the transfer order at his previous place of posting, but that was not to be. He first joined at EDI Pampore and then the transfer order was handed over to him,” said sources.
Sources said that since Raiyees was also mailed the transfer order he sent his joining report via mail on the same day the transfer order was issued. They said the transfer order was handed over to him at EDI Pampore at 4:20 PM and the joining report was sent by him within a span of 10 minutes.
“There is no end to mockery at EDI and Raiyees’s case is an apt example in this regard. Since Raiyees is an influential person he was given the all important assignment of Regional Coordinator, EDI Kashmir. This is despite the fact that he was appointed at faculty at the institute,” said sources.
Sources said that an office associate of EDI was transferred thrice within a span of two years. It was only after hue and cry from the employees that the office associate had to rejoin the main campus of EDI at Pampore where the employee was actually posted. Chief Secretary B V R Subrahmanyam also took note of this and pulled up the Director EDI for same.
