JAMMU, Jan 3: At least half a dozen officials of Urban Local Bodies (ULBs) department posted in Rajouri-Poonch district had managed promotions as Junior Engineers (JEs) on the basis of alleged ‘fake’ degrees or diplomas obtained from unauthorized institutes.
Highly placed sources informed Early Times that on the basis of illegal (fake) degrees and certificates obtained from unauthorized institutes had managed promotion through back-door in past. “In 2009, the then state government issued a list of unauthorized institutes (study centres) running from the state or some institutes situated in others states, declaring degrees and certificates from these institutes as invalid”, they said, adding that but in both the border districts of J&K, several officials had made their fortune using invalid degrees and certificates.
“Some of the officials, even after their promotions have not submitted their degrees and certificates to their respective drawing and disbursing officers”, sources said, adding that to find fact about the alleged fake degrees, an RTI was filed in the Department of Urban Local Bodies, but the PIO could not provide same as the record was not available with the PIO or concerned offices.
“Some of the above said officials, even managed to change their cadre, as simple Class-IVs have grabbed the post of the JE,” they said, adding that one JE posted in Rajouri-Poonch districts, even is not competent to make estimate of works.
“He is dependent on works supervisors for his works, as he doesn’t know anything technical about his works. Another back door Junior Engineer (JE) whose brother is posted in anti-graft agency of J&K, is sitting in Rajouri-Poonch for last eight years”, they said.
Principal Secretary Housing & Urban Development, Dheeraj Gupta when contacted said that he was not aware of it. “I will check the record, if something found wrong action will be taken”, he added.
