RDD officials in nexus with Sarpanchs withdraw Rs 2 Cr to fill their coffers

Kishtwar, Mar 14: After unearthing Rs 90 Cr job card scandal in the Rural Development Department Kishtwar, appointment of JEs on fake certificates "Early Times" has got access to some key details pertaining to the withdrawal of more than Rs 2 crore on account of charges of skilled labors and material cost under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in Marwah block of Kishtwar District.
The sources within the department revealed that the scandal runs in several crore not only in Kishtwar district, but throughout the state with active participation of Sarpanchs, Panchs, RDD Officials and politicians.
According to the sources in one such case, RDD officials in Marwah block of Kishtwar district have withdrawn more than Rs 2 crore on the name of local Sarpanchs while on the other hand the local people complain that the department neither provide them skilled labors nor it provided them with any material or its cost and alleged that the amount withdrawn on account of material cost and skilled labors was embezzled and misappropriated by the officials and Sarpanchs.
Locals said that despite repeated complaints to the higher officials, nothing was done so far and even after three years the RDD officials failed to recover the siphoned money, beside also it failed to initiate the proper inquiry.
The sources termed the Marwah embezzlement as a tip of iceberg and said that the rout is deep within the system and needs to be cleaned up.
As per the details given by the locals and the sources officials of the RDD withdrew an amount of Rs 21.71 lakhs on account of skilled labors/material cost on the name of Sarpanch of Renie (A) Panchayat of Marwah block from Jammu and Kashmir bank branch in the area.
The said payment was released by the department through 4 cheques issued on three different dates. The first payment of Rs 7.04 lakhs comprises Rs 2.52 lakhs for skilled labors and Rs 4.52 lakhs as material cost was withdrawn vide cheque No: 190307 dated 18-01-2012. The second installment of payment of Rs. 7.45 lakhs comprises of 2.47 lakhs as skilled labors and 4.98 lakhs as material cost has been withdrawn vide cheque No: 190320 dated 31-01-2012.
The third installment of payment of Rs. 2.194 lakhs comprises of 1.097 lakhs for skilled labors and Rs 1.097 lakhs as material cost has been withdrawn vide cheque No: 203905 dated 26-03-2012 and the fourth installment of payment of Rs. 5.026 lakhs comprises of Rs 2.51 lakhs as skilled labors and 2.516 lakhs as material cost shows withdrawn vide cheque No: 203906 dated 26-03-2012. The total amount withdrawn on the name of said Sarpanch comprises of Rs 8.597 lakhs for skilled labor charges and Rs13.113 lakhs as material cost. The local people informed the "Early Times" that similar pattern was also adopted to withdraw the payments in other panchayats of the block Marwah other then teller Sarpanch during the same period and demanded an investigation against both the officials as well as the against the Sarpanchs.
People of Marwah also demanded recovery of the all the money withdrawn on the name of Sarpanchs so that the same could be distributed among the poor and needy people who suffered on this account. The people said that after their participation in Panchayat election in 2010, they feel that newly elected Panchs and Sarpanchs will play active role in redressal of the problems faced by the people at village level, but many villagers alleged that officials of RDD with the help of some local Marwah based employees make plans while sitting in drawing rooms and withdraw the government money meant for the poor people without doing any work in which many Sarpanchs and Panchs were actively involved.
