Mufti regime faces Herculean task to put admin back on track
CM asks honest officers to identify, solve burning issues

Srinagar, Mar 14: The new dispensation led by Chief Minister Mufti Mohammad Sayeed faces a Herculean task of putting administration back on the track and to infuse new lives into the vital institutions, which were allegedly rendered defunct by the erstwhile NC-Cong regime.
Early Times learnt the Chief Minister has asked some upright and honest officers to prepare a list of issues confronting the administration and the institutions which are just functioning on the papers. "Officials who have been assigned the job to come up with a concrete list of issues and solutions are facing a tough time as they are finding it hard to clear the mess and come up with a neat and clean system to run the administration," sources added.
They said PDP-BJP regime is keen on establishing a people friendly system and wants the people at the helm to be accessible to common masses. "For time being Chief Minister and his deputy have decided to analyze the system and then take any decision," sources added.
Pertinently, soon after the Governor's rule was imposed in the state in January this year, the Governor N N Vohra ordered a major reshuffle in the administration. The Mufti led regime, according to the sources, has decided not to fiddle with system put in place by the Governor till the upright and honest officers, who were allegedly dumped by the erstwhile NC-Cong regime or were given insignificant positions, are identified and are brought on the forefront.
"Since the day new dispensation has taken over the officials have been assigned various tasks and they have been kept busy. Chief Minister has asked the officials in the General Administration Department to clear all the pending files and maintain a strict vigil over the functioning of the various departments," said a source.
An official while taking to Early Times said, "Many things have changed just within the first two weeks. People have started taking their jobs seriously as the political dispensation has made it clear that there is no place for complacency and people will have to work if they want to retain their jobs."
The new regime acting tough has made the "incompetent" and "blue-eyed" officials uncomfortable, sources said, adding, "Many officers who managed to get the plum postings due to their influence are finding it hard to be in the office from morning till evening as they used to remain busy in appeasing their bosses by organizing and facilitating different errands for them. They used to be least bothered about the work they were supposed to do."
Sources said that ministers from both the parties PDP and BJP are treading a cautious path while selecting their personal staff. "They (ministers) have been told in clear terms to ensure that they should check the track record of the officials whom they are employing as their personal staff. Many officials who in the recent past used to get the desired postings by using their PR skills are caught in the quagmire as they are not being entertained," sources added.
They said that PDP-BJP regime is finding it bit difficult to restore the work culture" as there is lot of difference between the functioning of the previous ministers and the present lot. "If the ministers' work with the enthusiasm they are showing at present it would revolutionize the entire system and JK within a few years would be an entirely a different state," sources added.
