Works executed by RDD in Doda: Records inspected second time on SIC order | | | Early Times Report
Jammu, June 12: On the direction of State Information Commission (SIC), the records of Rural Development Department (RDD) block Ghat in Doda district was inspected second time by an RTI applicant as he was not provided the information sought during his previous inspection of records at Doda. As the matter reached to SIC, the commission directed the BDO as well as Director RDD Jammu to allow inspection of the whole record pertaining to execution of works in Shiva panchayat of Ghat block. Details available with Early Times reveal that one Mohammad Hussain Malik, of Shiva, Doda, moved an application on December 10, 2014 before the PIO/Block Development Officer, Ghat under the Jammu & Kashmir Right to Information Act, 2009 wherein he sought many details about works completed/under completion under various schemes in panchayat Shiva from March 2008 to ending December 2014. The PIO/BDO, Ghat informed Malik vide office letter No.BDOD/G/2014-15/448-50 dated 15.12.2014 to deposit an amount of Rs 18000 as photostat/printing charges in J&K Bank, Ghat branch. The perusal of the letter No.BDOD/2014-15/511-12 dated 20.02.2015 addressed to Director, Rural Development Department, Jammu shows that in response to the aforesaid letter written by BDO, Ghat (Doda) the applicant requested to allow him an opportunity to inspect the record and fix the date for inspection accordingly. During the course of proceedings held on 27.5.2015 , BDO Ghat submitted before the SIC that he requested the applicant to inspect the record on 31.12.2014 at 11.30 a.m. vide his official letter No.BDOD/2014-15/458-62 dated 24.12.2014. However, the applicant failed to show his presence in the office of the BDO on 31.12.2014 and requested again to fix the date and time for inspection of record. Considering the request of the RTI applicant BDO, Ghat provided RTI applicant a chance to inspect the record on any working day and the applicant conducted inspection in the office of BDO, Ghat (on 06.01.2015. During the course of proceedings held before the court of SIC Dr S K Sharma at Jammu on May 27, the PIO-cum-BDO, Ghat apprised the Commission that the applicant failed to deposit an amount of Rs 18,000 as cost of the information demanded from him and the said amount was only tentative whereas, the appellant was given an opportunity to inspect the record in his office which he has done accordingly. However, the appellant submitted before the commission that he was provided record pertaining to two years only while he had sought information from March 2008 to ending December 2014. The PIO/BDO, Ghat further apprised the Commission that he has brought the entire record for the perusal of the Commission and the appellant can inspect the same in the office of the commission. However during the case hearing the First Appellate Authority(FAA) ie Director RDD Jammu suggested that the appellant can inspect the record in the office of the First Appellate Authority on 27.5.2015 itself. The appellant agreed to the suggestion made by the First Appellate Authority for inspection of record at Jammu itself. |
