Kishtwar, June 12: Acting on public complaints, Assistant Commissioner Revenue Kishtwar has ordered for immediate withholding of distribution of Solar Lights in Marwah, Warwan and Dachhan areas of the District Kishtwar.
As per the letter available with "Early Times", ACR Kishtwar Dr. Khalid Malik vide his order No.ACR/K/2015/560 dated 10-06-2015 address to District officer JKEDA Doda/Kishtwar to stop immediate distribution of Solar Lights and asked him to submit the list of the beneficiaries in his office on or before15-06-2015.
"Kindly refer to subject cited above. In this regard it is intimidated that the deputation of inhabitants of Marwah/Dachhan/Warwan area has been received by this office regarding the distribution of Solar lights among the beneficiaries of the said area without following due diligence. You are as such requested to immediately stop the disbursement of the solar lights among the beneficiaries and submit the list to this office in original by or before 15-06-2015 so that proper verification be conducted under rules to avoid any law and order problem on this account" read ACR Kishtwar order.
As per the details available with "Early times", government of India sanctioned 12500 solar lights for Kishtwar constituency and 8000 for Inderwal Constituency at subsidized rates for bad pocket areas including the partially electrified and un-electrified areas and the responsibility of the distribution of these solar lights has been entrusted to JKEDA, but even after dumping of these solar lights by the JKEDA nearly seven months ago, these solar lights are yet to be fully distributed due to delay on part one or other reason by the administration threatening the life of the battery as if these solar light remains unused for long duration can spoil the life of battery supplied by the JKEDA with solar light kit.
As per the agreement of state government with government of India, each beneficiary will have to pay Rs.750 for the each solar kit comprises of one large size battery, solar plate and two bulbs against the cost of approximately Rs.27000/solar kit while the remaining amount comprises of CDF funds contributed by former MLA Kishtwar Sajjad Ahmed Kichloo (Now MLC) and MLA Inderwal Ghulam Mohammad Saroori and the subsidy (Approximately 90%) which is around Rs. 56 Cr given by the government.
The proposal of supplying of 33000 more solar lights in addition to 20500 solar lights for Kishtwar District is pending with union government for clearance and same is expected to be cleared shortly as all the formalities has been completed in this regard.
"We approached DC Kishtwar few days ago and raise the issue of delay in distribution of solar lights---but he (DC Kishtwar) only gives assurance and does nothing" said a Sarpanch from Padder. He said that administration wants to distribute these solar light among the beneficiaries at District Headquarter instead at the door step or at nearest approachable roadside to each beneficiary.
"Padder is 60 KM from Kishtwar---it is difficult for beneficiary to first come to Kishtwar and travel back to home--- administration must make arrangements for hassle free distribution of these lights at Gulabgard Padder" said another Sarpanch. He said that almost half of the year has been passed and demanded immediate distribution of these solar lights so that people could take benefits of this centrally sponsored scheme.
It is pertinent to mention that several areas of Kishtwar District including Marwah, Warwan, parts of Dachhan, Machail, parts of Chatroo, Saroor, Sarthal are still without electricity even after 67 years of independence. Though government of India has sanctioned funds under RGGVY to electrify un-electrified areas, but it will take at least 3 to 5 years for implementation of this centrally sponsored scheme in totality.
