| HUDD AAO transferred but not relieved | | | S. Tahir-Ul Haq

SRINAGAR, June 12: Assistant Accounts Officer, Housing and Urban Development Department who was transferred and posted in Relief and Rehabilitation Department has not been relieved despite the transfer and posting order issued by Director General Accounts and Treasuries.
The non-implementation of order itself shows the height of nepotism and favouritism which has rotten the work culture in various offices of Jammu and Kashmir.
Director General Accounts and Treasuries (DGA&T) transferred and posted Assistant Accounts Officer, Imtiyaz Ahmad from Housing and Urban Development Department to Relief and Rehabilitation Department vide order no: 227-Acctts of 2015, Dated: 08/06/2015. A copy of the order is with Early Times.
However, DGA&T issued another order copy vide no: 229-Acctts of 2015, Dated 08/06/2015 that the Accountants/Accounts Assistants transferred vide this office Order Nos, 204 and 205-Acctts of 2015 dated 21.05.2015 under endorsement No DGAT/PS/DR/270 dated 21.05.2015 and No. DGAT/PS/DR/271 dated 21.05.2015 shall be deemed to have been relieved from their present place of postings.
Well placed sources in the department told Early Times "Imtiyaz Ahmad has held up the core positions of Cashier, Junior Accountant and Assistant Accountant Officer in the Housing and Urban Development Department besides his own assignment for the last eight years."
From the last two months almost 40 AAOs and other employees were transferred, but only few were relieved while others are still enjoying the power and are not ready to leave the department because of their personal interests, sources maintained.
Sources said that, there is large number of cadres who have been posted for the last five to ten years in the same department and Civil Service Rules (CSR) rules are being completely violated.
A group of employees wishing not to be named said that the said official has hijacked Housing and Urban Development Department in one or the other way for more than eight years.
Keeping the transfer policy into consideration, Civil Service Rules (CSR) rule and with fervent request, the official should have been transferred with an immediate effect, so that the transparency and accountability in the department could be maintained, employees said.
However these employees alleged that there are some officials in the finance department who have some vested interests in not relieving the transferee's from their present place of posting, while adding they said that the non-implementation of order itself shows the height of nepotism and favouritism which has rotten the work culture in various offices of Jammu and Kashmir.
When contacted Director General, Accounts and Treasuries, Finance Department Altaf Hussain Mirza said, "It is not my duty to relieve them, it is the job of the concerned department, I have already instructed my treasury officer and written instruction I have passed on to him that their salaries should not be drawn once they are relieved and they join at their new places of posting.
When asked that almost 40 to 50 transfers were made and why only few were relieved, DGA&T said that most of them have been relieved and there may be a couple of people here and there. |
