| Post ban on fresh appointments by Government, political crass managed through backdoor | | Hoodwinking unemployed | | ET Report
Jammu, Aug 24: NC led coalition Government which claims itself to be the only dispensation worried for the unemployed youth in the state and upbeat about having taken several measures to overcome this problem, has done more harm than any justice with them in many ways. Post its decision to impose blanket ban on fresh recruitments when the matter of its new recruitment policy came under HC stay, while the educated unemployed were made to wait till the stay was vacated, scores of blue eyed were adjusted through backdoor appointments in many departments. J&K Legislature, both the Houses too, recruited the people against various posts, throwing to wind what Government announced on the floor of the legislature that it was unable to fill in the posts despite vacancies on account of the stay of High Court.
NC led coalition announced this new Recruitment policy wherein the main thrust of the provisions laid out was new recruits would be selected under contract system and they would be paid a limited salary for a specific time period contrary to what the normal posts are entitled to with respect to pay and perks. The policy generated hue and cry politically and the matter went to High Court which was later stayed for some time. The stay automatically brought to halt all appointments, the Government would have desired to be made on the lines envisaged under the new policy. It was a blanket ban on appointments and was to be followed by all Government departments , including of course the Legislature.
It was also made known no fresh advertisements would be made for any posts through newspapers until the ban was lifted. The Government came in its own defense in the Assembly when the House witnessed uproar during the following budget session over growing unemployment in the state, that it was helpless due to stay in the court. This worked to save itself from the opposition attack. While a number of genuine aspirants of employment suffered due to this and were made to wait at least for two years until the stay got vacated, there were dozens blue eyed for whom neither this ban nor any other restriction came as a hurdle.
They were appointed and adjusted against various posts , apparently in a hush a hush manner through backdoor, thanks to their political connections and influence in power corridors which made this happen even during the course of ban on new recruitments . Almost all political parties are said to have got their people adjusted in this 'adjustment' spree which continued for quite some time . Surprisingly, no provisions and norms laid out in the new policy with respect to limited pay and salary was imposed on them. They got full pay scale and perks as entitled to them against the particular post . The matter generated some heat and came into the notice of Governor too who sought it to be probed several times. But as always and expected, there was no response to the queries of the Governor too. |
