Suspecting scam, Shopian Deputy Commissioner's office misleads RTI activist

SRINAGAR, Aug 24: A major scam has been uncovered with Deputy Commissioner's office of Shopian allegedly providing an RTI activist with misleading and incomplete information about the recruitment and promotions in the department over the years.
The RTI application was filed by prominent RTI activist Junaid Andrabi. According to him, he wanted to know about the number of appointments made and promotions given to the employees in the office of Deputy Commissioner (DC) Shopian. He added that he had filed the RTI on June 18, 2013. He alleged that the reply was misleading and information incomplete in all respects.
He added that he has no option except to file a complaint against the said department in office of the State information commission Srinagar to make the office bearers of the said department responsible for what they did in connection with his RTI application. According to him the information given as per his knowledge does not mention the details of appointments made in the office since 2008 and promotions given to the people working in the office.
The information given to him mentions the names of 14 employees namely Muzafar Ahmad Mir, Sheeraz Ahmad Thoker, Arif Ahmad Wagay, Bashir Ahmad Chichi, Muneer Hussain, Abdul Qayoom, Mohammad Amin, Amina, Gulzar Ahamd Kumar, Fayaz Ahmad Shah, Mohammad Yaseen Malik, Mohammad Ali Kumar, Ghulam Mohammad Lone, Abdul Qayoom Dar working presently in the department have been shown appointed on compassionate bases under SRO-43 and it has also been mentioned in the reply note that there was no need of issuing advertisement notice for the said posts.
It has also been mentioned that only four people namely Mushtaq Ahmad Padder, Ghulam Nabi Rather, Abdul Rashid Malla and Sheeraz Ahmad Thoker have been promoted in the said office since 2010. While as according to the RTI activist some prominent blue eyed people who have been appointed illegally over the years by their relatives working in the department namely Farooq Ahmad Sodagar, Nisar Ahmad Khan, Abdul Rashid sheikh, Mushtaq Ahmad Dar, Zakir Hussain Khan, Zarak Jahan Padder and Yasir Mohidin Bhat, Abdul Rashid Sheikh and Asifa Latief Wani does not fall in the list of people shown appointed in the department against his RTI application, besides some blue eyed people who managed undue promotion in the department over the years after using their political influence does not fall in the list as well.
Expressing his astonishment over the scam of illegal appointments and undue promotions prevailing in the department, the RTI activist said that D.C office Shopian must be the only place in the world where a cook to D.C can appoint employees, where a father can touch official documents to appoint his close ones, mother can use illegal birth documents to appoint her son and all these and many other working in the department can use fraudulent measure to get undue promotions.
"Even the drivers driving the vehicles of D.C shopian presently have been appointed illegally and all the highly placed officials in the department despite being aware of the fact does not take any action against them" added RTI activist. It is worth to mention that after Early Times has exposed the scam of illegal appointments and undue promotions in the said office ten months ago and then divisional commissioner of Kashmir Asgar Samoon and deputy commissioner of shopian Mohammad Javaid Khan despite assurances of severe action against the responsible people, the scam of illegal appointments with every passing day is increasing in the department and State Government has maintained a complete silence on the issue.
Pertinently according to the sources an inquiry committee which was set up in the department earlier has been disbanded after the people who have recruited their near and dear ones intervened in the matter and took the highly placed officials in confirmation after spending a huge amount of money.
