Agri goes adhoc way, single officer manning several posts

Jammu, Aug 24: With hundreds of employees of Agriculture Production department Jammu awaiting promotion benefits for last many years, apathy is that several officials are presently holding too many posts across Jammu region.
Sources informed Early Times that in-charge Chief Agriculture Officer Poonch, Mohammad Younus Choudhary has been holding charge of five posts including District Agriculture Officer Input, Assistant Soil Chemist, Agronomist Specialist and Assistant Soil Conservation officer Poonch.
Moreover, Inderjeet Wali Subject Matter Specialist SMS-III Ramnagar (Udhampur) is also holding the charge of Sub divisional Agriculture Officer Ramnagar and of SMS-II Udhampur. Similarly Surinder Mistry, Sub-divisional Agriculture Officer Gool (Ramban) is presently attached with Joint Director of Agriculture Inputs Jammu and is also looking after work of Unit Manager Seed Multiplication Farm Chinore Jammu.
Ajay Kumar Koul, SMS-III Nowshera (Rajouri) presently attached with Joint Director of Agriculture (Inputs) Jammu is also holding charge of Assistant Agrostologist Gool. Another officer, Sub-divisional Agriculture Officer Surankote (Poonch) Ramesh Kumar Misri is also looking after the charge of SMS-II Jammu. Surinder Dhar, SMS Aranoo (Doda) is holding charge of SMS-II Doda.
D.K. Kakroo SMS-III Ramnagar (Udhampur) is also looking after the work of SMS-II Kathua. Similarly R.S. Vaishnavi, SMS-III Ramnagar (Udhampur) is looking after SMS-II Doda. Vinod Dhar, SMS-III Reasi has been bestowed with additional charge of SMS-III Reasi, and PK Koul SMS-III Marh (Jammu) is also given charge of Mushroom Development Officer Kathua.
PL Bhat, SMS-III Reasi is also holding the charge of Unit Manager SM Farm Chinore. AC Peer SMS-III Thathri (Doda) has been given charge of SMS-II Jammu. M.S. Jamwal SMS-III Darhal (Rajouri) is also looking after charge of SMS-II Rajouri. VK Raina SMS-III Ramnagar (Udhampur) is also looking after work of SMS-II Poonch and Vijay Kaw, SMS-III Udhampur is also looking after the office of Mushroom Development Officer Udhampur, sources said.
Sources said that on one hand several Agriculture Extension Officers (AEOs) who were confirmed decades back were not given promotions while on the other hand, one officer has been holding too many posts. "We are waiting for promotions for the last more than 30 years. Many of our AEOs are forced to wait for promotions. A few even get retired without being promoted," an official said.
He said that wrong policies of the Government and Public Service Commission resulted in several employees being deprived of promotions. Director Agriculture Production department Jammu, Ajay Khajuria said that to fill vacant higher posts, junior officials have been given charge so that working of the department does not suffer.
"A good number of officials have retired. We have shortage of officers due to which we have given charge to other officers", Khajuria said, adding that the problem has been compounded by various court cases.
