JAMMU, Apr 19: The routine files are piling on the tables of ministers for last over one month as no Minister is available because of campaigning. . According to sources in Civil Secretariat hundreds of files of routine business needing ministers' approval are pending on tables for approval as no minister is attending his office and are busy in campaigning for their respective parties. Sources said the people from far flung areas of Jammu region and Kashmir Valley are making rounds daily in Civil Secretariat to see the fate of their files. The visiting people were asked to visit after 17 April when the polls of Udhampur-Doda Constituency will be over. Expressing concern over delay in approval of files by concerned ministers in Civil Secretariat the aggrieved people said that they have to visit Kashmir Valley for clearance of the files and this way their time and money will be wasted. Sources said taking the benefit of elections no Minister bothers to visit the Civil Secretariat. The Government was supposed to evolve a mechanism to make it binding on the ministers that besides campaigning they should at least visit their offices once a week. Jeet Lal of Kishtwar whose ex-gratia case is pending in Civil Secretariat for two months said he has to visit Kashmir Valley as Secretariat will shift to Kashmir on April 25.
