| Tainted officials elevated as GMs without VO clearance | | Glaring instance of nepotism at SICOP | | Avinash Azad
Jammu, Apr 19: In yet another glaring instance of violation of service rules, nine officials of Small Scale Industries Development Corporation Limited (SICOP) have been elevated as General Managers without Vigilance clearance, as some of the promotees' have been facing corruption charges and their cases are pending with State Vigilance Organization.
Well placed sources told Early Times that nine junior officials have been elevated to the posts of General Managers. Sources alleged that without vacancy these officials were elevated. "Maximum of these promotes have Vigilance cases under investigation", sources alleged, adding that as per service rule Vigilance clearance was required for promotion, which was not sought.
"When all Corporations are sinking, how a corporation can possess nine General Managers with huge salary to these posts.
The sources claimed that there was no vacancy of GM in SICOP as per orgnisation chart and budget provision available. "For the creation of such posts the Managing Director has to approach to the Board of Directors (BOD) and seek approval", sources said, adding that in this case administrative secretary has been wrongly informed. "This is purely the domain of BOD SICOP", sources said.
"Recently when the Government asked to post few GMs in SICOP from JKI and JKCL, the SICOP informed in clear terms to Government that no vacancy was available in corporation", sources said, adding that it was beyond some one's imagination that just after the gap of three months the corporation elevated nine officials to the rank of GM bypassing all rules an regulations. The sources alleged that the promotion orders were also issued in back date a day before implantation of model code of conduct.
They said that some of officials have been enjoying posting at same place for last 10 years. "DP Singh posted at same place for last 10 years and involved in crime case of supply of relief material to earth quake victims of Kashmir. Another official posted at same place for last 10 years and involved in a construction of poor quality Government building at Udhampur. There are many similar cases where officials are staying at same place for last 10 years and indulged in corruption charges have awarded with promotion.
MD SICOP, RL Tickoo when contacted said that no promotion has been made. "It was just temporary arrangement for the functioning of corporation", he said, adding that the proposal would be sent to BOD for their approval. |
