464 road projects sanctioned in last 6 years still incomplete

JAMMU, June 6: Out of 1154 road projects under Pradhan Mantri Gram Sadak Yojna (PMGSY), 464 road projects taken up for execution during the period from 2005 to 2011 at a sanctioned cost of Rs 2101.85 crore have failed to meet deadlines of their completion for various reasons.
Sources told Early Times that nearly 40% roads projects under Phase III to VII of PMGSY in last six years are still incomplete due to land disputes, non-clearance of road projects from the Forest Department, and non-availability of take off points for road works.
"As per PMGSY guidelines any road project has to be completed within a period of nine months from the date of issue of work order but not exceeding 12 calendar months in any case but even after delay of 2 to 81 months these road projects are far from completion," they said.
They further said that the expenditure of Rs 949.06 crore incurred on 464 road projects was rendered unproductive as the habitations targeted to be covered had remained unconnected. However, the concerned department attributed the delay in completion of road projects to forest clearance and land disputes but as matter of fact the certificate of availability of encumbrance free land has to be furnished by the Department while submitting the Detail Project Reports (DPRs) of the road projects for their sanction by the Government of India.
They said that State Government or District Panchayats are responsible for ensuring availability of land for the road project and a certificate in this regard has to be attached with the proposal for each road work but five PIUs that without ensuring availability of encumbrance free land, clearance of the Forest Department, settlement of take off points of the road works etc; the work of 12 road projects was allotted for execution during 2006 to 2007 for completion within 12 months from the date of allotment of contract.
