Land acquisition in J&K under PMGSY slack, Rs 34.61 crore unutilised

JAMMU, June 11: Slackness on the part of state government in disposing of pending land acquisition cases under Pradhan Manti Gram Sadak Yojna (PMGSY) scheme can be gauged from the fact that as against Rs 146.78 crore released by the PMGSY organization in favour of six district collectors, Rs 34.61 crore is still unutilized. Sources told Early Times that centre Government had approved Rs 577 crore under Prime Minister's Reconstruction Programme (PMRP) during 2004-05 for acquisition of land for the construction of 907 road projects in the State under the programme. They further said that accordingly the State Planning and Development Department released Rs 577 crore to the PMGSY organisation during the period 2007 to 2011 for this purpose. Out of this amount nearly Rs 146.78 crore were released in favour of six district collectors including Udhampur, Reasi, Rajouri, Doda, Pulwama and Buramulla during 2007 to 2013 for the disposal of land acquisition and structures coming in the alignment of road projects but till date an amount of Rs 34.61 crore remained unutilized with the collectors as result of several cases are without disposal, they added. PMGSY organization accused the Revenue Department for causing delay in settling the land acquisition cases on priority basis and disbursement of amount under rules as several cases are facing dispute with the agitating landlords. "These land acquisition cases are pending for the last 2-3 years which are in hundreds due to negligence of district administrations where land compensation under PMGSY could not be cleared," they said further addping that due to undue delay the work on many vital roads has come to halt due to objection raised the owners of the land for not clearing compensation. Pertinently, out of 10,200 kilometers of road length under PMGSY, the work on 2000 kilometers had been adversely affected because of non acquisition of land in state.
