| Khrew Municipality's novel way of backdoor appointments | | | Early Times Report
PULWAMA, July 21: Authorities at Municipal Committee Khrew have discovered a novel way of appointments through backdoor; forge a fake transfer order, record in books and approve the salary.
Three years ago, at least four persons had been shown "transferred" from various municipalities and "adjusted" in this Municipal Committee without fulfilling the official procedures. Interestingly these appointments are galore in all the municipal councils.
Worse, the government has instructed vide order no DULB /ESTT/17045-17092 of 25 Feb 2011 the authorities to stop salary of illegally appointed persons, but the order has not been implemented so far. The practice has caused a huge burden to the state exchequer as millions have been drawn as salary in favor of those who were never part of the civic body.
"After the allegations of fake appointments government has issued notice to all executive officers to stop the salary until the probe is not completed in all the councils. Officials release salary to their accounts without taking any action against them. Shockingly, you will not see this kind of loot and hooliganism in any department", said sources in the department.
Official documents available with the Early Times reveal that four persons were fraudulently inserted in the list which was asked by the Directorate of Urban Local Bodies (K), under order no DULB/Estt/17045-17092 dated 31-03-2011 following the order of the GAD on the allegedly surfacing of the fake appointments.
The fake appointees are Altaf Ahmed Magray (Junior Assistant), Shabir Ahmed Ganie (Sanitary Supervisor), Javaid Ahmed Zargar (Khilafwarzi Assistant) and Tawseef Ahmed (Computer Operator).
The officials found it as a chance to make some illegal appointments, one of such example is that initially submitted a list of 14 employees to the department. Later on, they retracted the list and submitted the list of only 10 employees. "Fearing that they might be exposed in the illegal appointments, they withdraw it," said an official source.
Later department sent the list back on the basis of not following the proper procedure of the submission. According to official sources "the department sent the list again within the prescribed format but added the name of three persons in the list on the serial no 5, 6, 7 with engagement of serial no 5 on the recommendation of then Executive officer, MC Khrew where date of engagement was shown as MC/Ang/2008, dated 22-05-2008. Whereas person on serial no 6 appointed was shown recommended by administrator under no.Mc/KH/ESTT/2006/788-91 dated 31-03-2006, similarly on no 7, the appointment was again shown recommended by administration under no MC/KH/ESTT/2006.
But officials who wished anonymity said that these were working on local fund basis from month of May last year. "These orders are totally fake. There is no question of there working from 2006. Even they don't have service books. They were appointed by the then executive officer Khalid Bhat in gross violation of rules. And also they were not working anywhere before transferred in municipal committee Khrew. These recruitments were made between 2009-2012," said sources. |
