Rajendra resumes duty, chairs high level meeting on election preparedness
Sahai appointed ADG Law & Order to foil pre-election turmoil

SRINAGAR, July 21: As exclusively reported by Early Times on Monday, senior IPS officer and currently additional Director General of Police (Armed), S.M. Sahai was today given the special charge of ADG Law & Order. The government order called him 'Election Coordinator'. His main responsibility, according to official sources, would be to deal with the miscreants, affiliated to or hired by different separatist as well as mainstream political parties, who could attempt to sabotage the forthcoming Assembly elections with a street turbulence akin to that of 2008 and 2010.
In 2010, Sahai played key role to silence a three-month-long summer turmoil that consumes over a hundred civilian lives. Sources said that his new assignment was consequent upon reports that some middle and lower-rung Police officials in the command-and-control chain had turned "apologetic" to certain separatist leaders and militant organizations. In about a dozen cases, it had been observed that the SSPs and SHOs released some important detainees on the "request" from some separatist or mainstream leaders despite standing instructions to the negative from the top.
Significantly, both the IGPs of Executive Police, in Kashmir as well as in Jammu, would now on report to the DGP only through Sahai who would continue to discharge duty as ADG Armed. Sources said that a senior Police officer's Central deputation was also under the government's consideration. If that matured, repatriated IPS officer, Mukesh Singh or JP Singh, could get a key posting in Jammu.
Meanwhile, DGP Rajendra Kumar today resumed duty after being ill for 12 days. On July 8, he had been admitted in SKIMS Soura for the treatment of his pancreatitis. He has recovered, though doctors have advised him not to take much of stress and workload. Back in uniform, Rajendra drove straight to Civil Secretariat where he had a one-on-one meeting with Chief Secretary Iqbal Khanday.
Holding a high level meeting at Police Headquarters on conducting of free and fair elections and the threats being perceived to sabotage the democratic exercise, DGP called upon the police officers to chalk out a comprehensive plan of requirements and deployment for the upcoming Assembly Elections in the State.
The meeting was convened to review the law and order scenario, election preparedness and security arrangements for Eid festival. The meeting discussed various aspects of law & order in the State, besides security measures for the upcoming Assembly Elections. He called for maintenance of strict surveillance to maintain peace and order so that bad elements do not succeed in their designs.
DGP emphasised better coordination among the agencies to ensure free and fair elections. He said that joint efforts by the stakeholders should be put in place for timely action to deal with any situation. He also asked to chalk out a comprehensive deployment plan for the personnel being deployed for election duty across the State. Additional manpower for their deployment could be arranged within the department by squeezing from other places without making less secure any installation or protected dignitary.
DGP said that besides JKP and paramilitary forces, additional companies would be deployed and efficient arrangements for their mobility and accommodation would be made to ensure peaceful elections. "Exercise to chalk out the requirements and modalities needs to be finalised by this month", he said.
Rajendra stressed upon the officers to keep vigil on situation to make the elections free and fair so that the people of the State could exercise their franchise freely.
The DGP was briefed by the officers present in the meeting about steps taken by them to maintain peace. They gave their assessment on the prevailing situation in the State and the days to come.
Overall Security scenario in the State, besides Amar Nath Yatra and Eid festivals came up for discussion during the meeting. Rajendra stressed upon the officers to maintain close co-ordination within their ranks and other agencies to deal with any emergent situation in their respective jurisdictions. People should observe the festivals in a congenial atmosphere, he said.
During the meeting, IGP Kashmir, Mr. Abdul Gani Mir, who was present in the meeting, apart from IGP Jammu through video conferencing, gave detailed briefing on security, law and order scenario in their respective zones. They also briefed the meeting about the ongoing Amar Nath Yatra arrangements.
Among others, the meeting was attended by ADGPs S.P Vaid, V.K Singh, S.M. Sahai and Dilbagh Singh, IGPs, A.K Choudhary, H.K Lohia and Deepak Kumar and AIG Personnel at PHQ, Tahir Sajjad.
