Xen took 2 months to answer RTI query | Doesn't it lead to violation of RTI Act? | | Bivek Mathur JAMMU, July 21: Contrary to the RTI norms, executive engineer (Xen), PWD (R&B), Special Sub-Division, Marwah, took two months to give a one-line reply to an RTI query. Does it not lead to the violation of RTI Act in the state? The RTI query was about the construction/up-gradation and renovation works taken up by the Public Works Division (R&B) during the year 2011-12, 2012-13 and 2013-14 in Jammu division and the reference letter of Chief Engineer PWD (R&B) Department Jammu's Number CEJ/G/117-37 Dated 02-04-2014, the Executive Engineer took two months to compile a reply of just one line. On the letter, the forwarding date is 30.05.2014 which is 28 days over the due date of forwarding the reply under the Right to Information Act but this scribe received the reply through ordinary post on July 15 which is after three months and 13 days. The RTI was filed on 02.04.2014 with a query of detail of works taken up by the department and funded through Asian Development Bank (ADB), state as well as Centre but the reply reads as-"In connection with the subject mentioned it is submitted that no projects have been funded under Asian Development bank in this Division so far" ignoring the reply about projects funded by state as well as Central Governments. More astoundingly, some of the engineers have not replied as yet even after the passage of more than three months period and of the total divisions under the Department in Jammu Province only one or two divisions have replied accurately and others have thrown the norms to wind in violation of the RTI Act which is aimed at maintaining transparency in the Government departments. |
