HC asks Com Sec GAD, Vigilance to probe non transfer of JE | | | Early Times Report
Srinagar, July 21 : Jammu and Kashmir High Court today asked Commissioner Secretary GAD, vigilance, to initiate an inquiry into retaining of a Junior Engineer by Srinagar Municipal Corporation authorities. A single bench of the court comprising Justice Ali Mohammad Magrey passed the order while hearing a petition filed by Irshad Ahmad who was transferred on 11-12-2013 from Irrigation & Flood Control Department, Kashmir, to City Drainage Civil Division SMC, Srinagar, vice Showkat Ahmad Matoo, who has been transferred and posted as Junior Engineer in the Chief Engineer l&FC Kashmir. Consequently Irshad joined but Commissioner, SMC, issued instructions to Executive Engineer City Drainage Civil Division SMC Srinagar not to relieve him and withdraw all the correspondence made in this behalf, the petitioner said. "Perusal of the material on record reveals that (Showkat ahmad Matoo) has remained in City Drainage Civil Division SMC, Srinagar, for more than ten years and it appears that respondent Municipal Authorities have developed interest in retaining (Showkat Ahmad Matoo)," the court observed, and asked Commissioner Secretary GAD (vigilance) to conduct preliminary enquiry about the interest, (SMC) authorities have developed in retaining him. The court also asked him to inquire with reference to Showkat's assets both movable and immovable. The court directed the Commissioner Secretary to submit report in sealed cover within two weeks. "In the meanwhile, Executive Engineer City Drainage Civil Division SMC Srinagar shall ensure relieving of Showkat by tomorrow and report compliance," the court said. |
