| Possibilities for early Assembly polls in J&K continue to be bleak | | | Early Times Report
Jammu, Aug 13: Possibilities for preponing the Assembly election in Jammu and Kashmir seem to be remote.It is so not because political parties,that wish to contest the ensuing election are not ready to enter the battle of the ballot but possibilities are bleak because the revision of electoral rolls has to be completed by middle of October.
Under an established convention when the Election Commission orders carrying out summary revision of the electoral rolls the polls have to be held after the revision of electoral rolls was completed.This way even if the political parties want the state to go in for early election the Election Commission may not be able to fulfill their wish.
The Election Commission of India has ordered a special Summary Revision of Photo Electoral Rolls in all the assembly constituencies in the J&K State with reference to October 01 2014 as the qualifying date for getting enrolled in the Electoral rolls by filling Form No.6.
According to Public Notice issued by Chief Electoral Officer Jammu &Kashmir, the draft publication of electoral rolls will be held on July 17, 2014 and objection if any for filling of claims will be submitted from July 17, 2014 to August 16, 2014.
Similarly, disposal of claims and objection will be held on August 30, 2014. Special camp days with Booth Level officers for receiving claims and objections will be held on August 3 and August 9, 2014.
The Final Electoral Rolls will be published on October 01, 2014.The Draft Photo Electoral Roll, 2014 will be available at District and Tehsil Headquarters, Offices of Municipal Commissioner Srinagar and Jammu, at polling stations with the Booth Level Officers and on the website of the Chief Electoral Officer.
Assistant Electoral Registration Officers (Migrants) in Delhi and Jammu shall receive the claims and objections from the Kashmiri Migrants living within the jurisdiction as per the schedule mentioned above. This way the Assembly election may be held somewhere between middle of November and first week of December. And if by middle of October the revision of electoral rolls was completed the Election Commission has to given some period for enabling contesting candidates and parties to carry out campaigning.
It is a battle of nerves going on in the state unit of the Congress and the National Conference. As far as the leaders of the state unit of the Congress are concerned they opposed to any fresh ties with the National Conference because of two factors. First, these Congress leaders believe that ties with NC may cast adverse impact on the Congress fortune in the Assembly poll.That is why it had opposed any pre-poll alliance with the NC for the upcoming Assembly poll because they believe,rightly or wrongly,that the Congress lost all the three Lok Sabha seats in the regions of Jammu and Ladakh out of peoples' anger against National Conference.
Secondly,the Congress leaders expect that the party may emerge as the largest single party.As the single largest party it wants to keep the option for forming the Government in alliance with the PDP open.
Whatever may be the claim being made by the Congress,the NC and the PDP leaders the ensuing Assembly poll may throw up a hung House warranting formation of coalition Government. |
