Ignores senior migrant officials to promote juniors
Director ULB flouts GAD orders

JAMMU, Aug 13: Disregarding General Administration Department (GAD) order in which all the departments were directed to treat the period as on duty in favour of migrant Employees, the Directorate of Urban Local Bodies (ULB) Kashmir promoted juniors, ignoring senior migrant officials.
According to GAD order number 629-GAD of 1991, all the Government departments were directed to treat the period as on duty in favour of migrant employees. "Sanction is accorded to the treatment of period spent on duty in favour of CL Trakoo, Suneel Bhan, Junior Agriculture Extension Officer (Migrants) with effect from May 29, 2010 and March 1, 2012 that was date from which they have been on official duty till the completion of their present assignment", sources said, adding that similarly the order was to be implemented in favour of all working migrant employees.
"But, instead of considering our services and promoting us as per our seniority, Director Urban Local Bodies Kashmir, ignoring our seniority had promoted junior officials", said a migrant employee who is working with Directorate of Urban Local Bodies Jammu.
He said that despite Government's claims of defending the rights of internally displaced Kashmiri Pandit community, their rehabilitation seems hoax, as they were ignored by Government while holding DPC.
Documents in possession of Early Times divulged that in-spite of being junior most in the seniority list, some blued eyed managed to get promoted. On January 15, 2004, Vinod Koul the then Director ULB Kashmir had issued seniority list of employees working in the department with various capacity. "Name of RK Razdan, Makhan Lal and Moti Lal Pandita was at serial No first, second and third number respectively", the document divulged, adding that the persons who were at 14, 17 and 18 number of list were promoted as Executive Officers, but the above mentioned migrant employees of ULB Kashmir, presently working at ULB Jammu are still waiting for their promotions.
"Favoritism at ULB Kashmir can be gauged from the fact that most of the juniors are holding the posts of Secretaries or Executive Officers", said an deprived employee adding that nine clerks who were appointed in the department as junior clerks in 1996 have been holding the posts of EOs.
"Bashir Ahmad Dar, EO, Municipal Committee Pahalgam, Ab Rashid Vaid, EO MC Aishmuquam, Bashir Ahmad Ganie EO MC Khrew, Javid Secretary Mattan, Gowhar Ali Tigoo EO MC Devsar, Ab Mateen Baba EO, Gh Rasool Shah EO, MC Tangmarg/ Gulmarg, Mushtaq Ahmad Wani EO MC Budgam and Ab Rashid Shah EO MC Bandipora are among those employees of Directorate of Urban Local Bodies Kashmir who have been holding the posts of EOs since 2011", the documents read.
On January 4, 2011 under Government order number 01-HUD of 2011 a Department Promotion Committee in respect of Urban Local Bodies J&K was constituted. "But the names of migrated employees of Urban Local Bodies Kashmir, are presently working with Directorate of ULB Jammu were deliberately deleted or disregarded in respect of their promotion under a conspiracy hatched against the community by some officials for vested interests", said an employee, adding that the migrant employees are being considered as second standard citizen in state, especially who belongs to ULB Kashmir.
When contacted, Director ULB Kashmir, Hilal Amhed Paray said that some seniors employees might have been dropped in earlier DPC. "We are finalizing seniority list, as and when the process is completed, DPC will be held", Paray said, adding that all deserving (senior) officials would be promoted without any bias.
