srinagar, Aug 13: A local court today issued bailable warrant against SSP Jammu Uttam Chand, seeking his presence in connection with Ganderbal fake encounter case on the next date of hearing on August 29. Uttam Chand is to be cross examined as prosecution witness in the 2006 fake encounter killing of Abdul Rehman Padroo, a carpenter. The Principal Sessions Judge, Rashid Ali Dar, issued the warrant after counsel for one of the accused Farooq Gudoo stated that the officer was taking casual approach towards the process issued by the court. Uttam Chand, who was the then Investigating Officer (IO), has established that Padroo was killed in a fake encounter seven years ago. The accused include SSP Parihar, Dy SP Bahadur Ram, ASI Farooq Gudoo, police driver Farooq Ahmad Padder, Manzoor Ahmad Malik and Constable Bansi Lal. According to the charge-sheet produced before the court, the accused had hatched a criminal conspiracy and were involved in killing of Padroo, a carpenter from Larnoo Kokernag. Statements of all the 87 witnesses have been recorded in the case and almost all of them have stated that the innocent civilian was picked up by police, and then killed in a cold-blooded murder, and then branded as a foreign militant.
