Early Times Report
SRINAGAR, Aug 31: As a parting gift, Omar led coalition Government has hiked monthly pension of former MLAs and MLCs from Rs 24,000 to Rs 33,000 rubbing salt in the wounds of daily wagers, contractual employees and large army of unemployed youth who are struggling to make their ends meet.
The state Legislative Assembly on Saturday cleared a Bill to enhance the pension and medical allowance of former legislators of the state. The Private Member's Bill was passed in the House a day after a government bill aimed at giving retrospective effect to pension hike to the former lawmakers was cleared.
The private members bill was introduced in the state legislature jointly by National Conference's Nasir Aslam Wani and PDP's Abdul Rehman Veeri who sought increase in pension and medical allowance of the ex-legislators by Rs 5000 and Rs 4000 respectively. The bill which was introduced in the budget session of state legislature earlier this year in Jammu and same was cleared by the Assembly on Saturday.
The said bill seeks enhancement of pension from Rs 23000 to Rs 28000 and medical allowance from Rs 1000 to Rs 5000 and when calculated in total the former law makers would get Rs 33,000 per month as pension instead of Rs 24,000 paid to them earlier.
According to Constitutional experts the bill was taken up in the House on Saturday in clear violation of the business rules. According to the past practice of legislature the Rules of Procedure and Conduct of Business in Assembly, private member bills and resolutions could only be taken up only on fixed days.
As Thursday was fixed for discussing the private members bill, the listing of the Bill in the business of Lower House was clear violation of the rules," said the Assembly sources.
The unemployed youth , daily wagers casual labourers have taken this arbitrary hike of ex legislators pension very seriously. " Omar Abdullah is fleecing un employed youth , casual labourers and daily-wagers , one hand he says that J&K is facing from a financial crunch, but on the other hand Rs 30 lakhs would be diverted every month towards former MLA's and MLC's pension," said Fayaz Ahmad a casual labourer working in Power Development Department who have been protesting against the Government for non payment of their dues. "We work in such hard conditions like snow fall etc and as many as two dozen of our casual labourers died while on job, but Govt hardly cares for us but when it comes to the demands of politicians (Ex MLA's , MLC's) Govt has no excuse but to meet their demands, Fayaz Ahmad added.
