Jammu, Nov 15: The purpose of constructing Attendant Sarai at Maheshpura Chowk for attendants of patients, visiting Government Medical College and Hospital (GMC&H) Jammu, has reportedly been defeated as negligible number of attendants get the benefit of the Sarai.
The Honorary Secretary RC Puri of Red Cross Society, who is looking after the Sarai claims that nearly 50 patients have been availing the facility on monthly basis but contesting his claims Principal of Government Medical College and Hospital Dr. Ghanshyam Dev Gupta claimed that not more than half dozen attendants from GMC have availed the benefit of Sarai.
Pertinently, Attendant Sarai at Maheshpura Chowk is having the capacity of accommodating 150 persons and the building was constructed at a cost of Rs 3.29 Crore. After completion of the construction, the building was handed over to the Indian Red Cross Society (IRCS) for its management, which in turn had fixed Rs 50 per person per bed charge for general masses and Rs 30 for Below Poverty Line (BPL) category attendants and Rs 10 per person per food plate.
If the version of Secretary Red Cross Society is assumed to be true, then also only 30 percent attendants against the capacity of Sarai, have been availing the benefit. "Against the availability of 150 beds, on an average only 50 beds have been occupied on routine basis, which means that only 30 percent capacity of Sarai is being used while majority remained unused.
Moreover, the GMC Principal claimed that the cumbersome formalities for getting bed at Attendant Sarai by attendants have been debarring the patients from getting shelter at Attendant Sarai. "Whenever some attendant go to Attendant Sarai, the officials at Sarai seek various documents from patients and tried to complete the formalities, the attendants generally preferred to take shelter in corridors of hospital", he said.
The arrogant attitude of officials available at the Sarai could be gauged from the fact that when this correspondent visited the Sarai and sought permission for take a look of the rooms, the officials present in the Sarai asked this correspondent to get the permission from IRCS office Kachhi Chawni. Even the entry gates were locked from inside and the officials without opening the gates asked this correspondent to take permission from higher ups. If such hindrances for visiting the Sarai, are being created for a journalist, the plight of an attendant or a poor person could be easily imagined.
The lift of Sarai has been running kaput for the last nearly two years and the IRCS secretary claimed that the responsibility of maintenance was with GMC authorities and they have requested several times to them for repair of some.
But contesting his claims, GMC Principal claimed that they had not received any request letter from IRCS in written but only verbal complaints have been made with them. "If only negligible patients have visited the Sarai then how the lift had gone kaput it is still unknown", he said, adding that even though they had sent a proposal and whenever the funds would be available same would be repaired.
The patients at GMCH, when interviewed, they replied in negative and had no information about the Attendant Sarai and had preferred to spent nights in wards of GMC.
