Jandial demits office, PSC becomes headless & memberless

Jammu, Nov 19: K B Jandial, the lone and last member of the 8-member Jammu and Kashmir Public Service Commission also demitted office leaving the constitutional recruitment body headless and member-less. This is for the first time in the history of the State that the Commission which was constituted under Section 128 of the J&K Constitution the body has been rendered memberless, thanks the apathy of the NC-Congress coalition Govt to various statutory and constitutional bodies. The Govt which is known for casualness and indifferent failed to fill the vacancies in PSC first accruing on December 29, 2009 followed by three more vacancies on May 29, 2011 and fifth on January 3, 2013. This year another vacancy has fallen on February 28 and seventh vacancy has fallen on August 5. The post of chairman has fallen vacant on September 11 and the last member of the PSC demitted office now. Close the announcement of assembly elections, the NC and Congress decided to distribute six vacancies between themselves at the meeting of coordination committee which has no legal mandate to recommend members or chairman on political lines which was approved by the cabinet as non agenda item and recommended to the Governor for approval. The Governor has sought pertinent information about them before darbar move. Authoritative sources told Early Times that the file has not yet been resubmitted to Raj Bhawan. The list is likely to be kept pending for the time being and the next Govt may be asked to take a review of the list. Jandial, a retired IAS officer completed his tenure on Sunday. Known for his integrity, straight forwardness and dedication, Jandial served the State in different capacities during his 42 years' long outstanding career. Though his name is synonym with Information department which he headed for five years at the most crucial time militancy and credited with turning the tide of Kashmir press, he is also remembered for his services as Administrator of Jammu Municipal Corporation, JDA and Health and Medical Education departments. He has also served as Secretary in Agriculture, CAPD and Transport departments with distinction. Since the Govt failed to fill vacancies in last five years, Jandial even though remained the sole and effective voice of Jammu region in PSC for the last three years but he along with other members of the PSC were known for their fairness and objectiveness which has lend credibility to the selections of candidates belonging to all areas of the state.
