Doctoring voter lists for unfair gains
ECI guidelines violated with impunity

KUPWARA, Nov 19: in a brazen violation of norms laid down by Election Commission of India, private company employees working in District Election Office in Kupwara district of North Kashmir have enlisted the names of voters who actually belongs to Baramulla district, only to get the benefit of backward area certificates and other documents.
According to sources, "the employees of private company who are working in formation of election cards and registration of voters in district Kupwara have violated the norms laid down by Election Commission of India (ECI) by enlisting the names of residents of Baramulla in Kupwara districts.
A social activist from Handwara, Rasikh Rasool told Early Times, "I was surprised to see the names of few voters who were enlisted in the voters list in Kupwara district, these people are basically from Rajghat Tawheed Gunj Baramulla.
"In the Parliamentary Elections 2014, Zahoor Ahmad Pir S/O Ghulam Nabi Pir and Anjum W/O Zahoor Ahmad Pir, House No 278 R/O Rajghat Baramulla, they were enlisted in Electoral Registration Officer Baramulla at the serial no 1009 and 1010, Rasik added.
Booth Level Officer (BLO) 49M- Ahgam, Assembly Constituency 4-Handwara, Arshad Ahmad told Early Times that, " these people approached me to get the registration in Parliamentary elections 2014, but I told them according to the norms framed by Election Commission of India (ECI) you have to produce the valid documents," BLO said.
"Today I was myself surprised to see their names in the voter list, I understand this is the complete violation of norms according to the Election Commission of India. I have given an application to the Electoral Registration Officer Handwara for verification and necessary action," he added.
However, the copies of all these documents are in possession of Early Times.
Early Times contacted District Development Commissioner Kupwara, Itrat Hussain Rafique, who is also District Election Officer, who said, " few days back the concerned BLO has brought this matter into my notice, but at the eleventh hour we cannot delete them from the list. BLO has to delete their names from the voters list and we will bring forth the list which is called Dead/Shifted voters list," DC said.
It is pertinent to mention here that Kupwara district of north Kashmir is scheduled to go for polls on Dec 2.
